GENTEXT/REMARKS/1.  THE SERGEANT MAJOR OF THE MARINE CORPS (SMMC) WILL CONVENE THE 2012 SERGEANTS MAJOR SYMPOSIUM (SMS-12) FROM 30 JULY - 3 AUGUST 2012 IN THE NATIONAL CAPITAL REGION (NCR).  THIS MESSAGE PROVIDES INFORMATION FOR PLANNING PURPOSES PENDING RECEIPT OF FORMAL CONFERENCE APPROVAL.
2.  ATTENDANCE.  THE FOLLOWING SGTSMAJ AND THEIR SPOUSES ARE INVITED TO ATTEND.  SEAC, DTRA, USSOUTHCOM, MARFORPAC, MARFORCOM, MARFORRES, MARFORK, MARFOREUR/AFR, MARFORSOUTH, MARCENT, MARSOC, MCICOM, M&RA, MCCDC, I MEF, I MEF (FWD), II MEF, III MEF, MCI-W, MCI-E, MCI-PAC, MCWL, MCLC, MCAGCC 29 PALMS, 1ST MARDIV, 2D MARDIV, 3D MARDIV, 4TH MARDIV, 1ST MAW, 2D MAW, 3D MAW, 4TH MAW, 1ST MLG, 2D MLG, 3D MLG, 4TH MLG, MCSC, MCRD/ERR PISC, MCRD/WRR SDIEGO, TECOM, MCU/ED COM, TRNG CMD, MM, MF, RA, MCRC, AND IGMC.

3.  THE SMMC OFFICE EXERCISES OVERALL STAFF COGNIZANCE FOR SMS-12, TO INCLUDE SOCIAL EVENTS COORDINATION, AND IS THE INFORMATION RELEASING AUTHORITY FOR SMS-12.  THE DIRECTOR, SPECIAL PROJECTS DIRECTORATE (SPD), PROVIDES DIRECT SUPPORT TO THE SMMC OFFICE AND IS RESPONSIBLE FOR LOGISTICAL, ADMINISTRATIVE, AND COMMAND CENTER OPERATIONS SUPPORT.  POINTS OF CONTACT (POC) FOR THE SMMC OFFICE AND SPD ARE CONTAINED IN PARAGRAPH 13.
4.  DETAILED PRINCIPAL'S AND SPOUSE'S PROGRAMS ARE BEING DEVELOPED AND WILL BE PROMULGATED SEPARATELY.
5.  TASKS
A.  INVITED SGTSMAJ, MGYSGTS, AND CMDCMS ARE REQUIRED TO SUBMIT A VISITORS REQUEST VIA JOINT PERSONNEL ADJUDICATION SYSTEM (JPAS) WITH THE SECURITY MANAGEMENT OFFICE CODE 540080084; THE POC FOR THIS REQUEST IS MR. RICHARD JOPLIN WITH SPD.  ALL ATTENDEES ARE REQUIRED TO HAVE A SECRET CLEARANCE TO ATTEND CLASSIFIED BRIEFS.
B.  ADMINISTRATIVE, LOGISTICS, AND FINANCIAL REQUIREMENTS AND INFORMATION TO FACILITATE ONLINE REGISTRATION, LODGING, TRANSPORTATION AND ANY SPECIAL NEEDS/REQUESTS WILL BE SENT BY SEPARATE CORRESPONDENCE VIA EMAIL.  TO ENSURE ATTENDEES RECEIVE THIS INFORMATION IN A TIMELY MANNER, PROVIDE CURRENT ATTENDEE AND SPOUSE CONTACT INFORMATION, INCLUDING EMAIL ADDRESSES, TO SMMC POC IN PARAGRAPH 13 BY 22 JUNE 2012.
6.  TRAVEL ORDERS.  INDIVIDUAL COMMANDS WILL ISSUE ORDERS FOR ALL ATTENDEES, AND PROVIDE INVITATIONAL TRAVEL ORDERS FOR SPOUSES WHO REQUEST TO ATTEND.  FOR SEAC, DTRA AND USSOUTCOM:  ORDERS FOR ATTENDEES FROM YOUR RESPECTIVE COMMAND WILL BE FUNDED BY SPD; CONTACT MR. EDDIE GINN (SEE PARAGRAPH 13B(4)) TO CREATE CROSS ORGANIZATIONAL DATA AND OBTAIN LINE OF ACCOUNTING TO PROCESS TRAVEL IN DEFENSE TRAVEL SYSTEM.  ALL ORDERS SHOULD BE NON-REPORTING.  GOVERNMENT QUARTERS AND MESSING ARE NOT AVAILABLE.  SPOUSAL TRAVEL IS REIMBURSABLE; HOWEVER, SPOUSES ARE NOT AUTHORIZED PER DIEM.
7.  LOCATION.  CONFERENCE AND LODGING WILL BE IN THE NCR.  MORE INFORMATION ABOUT LODGING AND REGISTRATION WILL BE PROVIDED THROUGH AN ADMINISTRATIVE/LOGISTICS MESSAGE VIA EMAIL, INCLUDING AN ONLINE ONE-STOP REGISTRATION PROCESS THAT WILL REDUCE THE TIME AND EFFORT NORMALLY ASSOCIATED WITH REGISTERING FOR THIS EVENT.
8.  TRANSPORTATION.  RECOMMEND ATTENDEES FROM OUTSIDE THE NCR ARRIVE AT REAGAN NATIONAL AIRPORT (CLOSEST TO THE SYMPOSIUM SITE).  COMMERCIAL TAXI AND SHUTTLE SERVICE IS AVAILABLE FROM/TO DULLES INTERNATIONAL AND REAGAN NATIONAL AIRPORT.  GOVERNMENT TRANSPORTATION WILL BE PROVIDED FROM/TO ANDREWS AIR FORCE BASE.  GOVERNMENT TRANSPORTATION IS NOT AUTHORIZED FROM/TO COMMERCIAL AIRPORTS.  GOVERNMENT TRANSPORTATION WILL BE PROVIDED FOR ALL OFFICIAL FUNCTIONS.
9.  FINANCIAL.  A NON-REIMBURSABLE FEE WILL BE COLLECTED FROM ALL ATTENDEES AND SUPPORT STAFF PARTICIPATING IN SMS-12.  THIS FEE COVERS COSTS ASSOCIATED WITH CATERED MEALS, REFRESHMENTS AND SOCIAL EVENTS ON THE OFFICIAL SCHEDULE.  THIS COST IS NOT REIMBURSABLE ON TRAVEL CLAIMS - THE COST OF MEALS IS COVERED FOR ATTENDEES ON TRAVEL ORDERS THROUGH PER DIEM.  THE PREFERRED METHOD OF PAYMENT IS THROUGH THE ONLINE REGISTRATION PROCESS; ALTERNATE METHODS OF PAYMENT ARE TO MAIL CHECKS TO THE ADDRESS BELOW OR HAND-DELIVER TO PENTAGON ROOM 4E531 NLT 6 JULY 2012.  CHECKS ARE TO BE MADE PAYABLE TO "SPECIAL EVENTS FUND" AND MAILED TO:

DUE TO THE REQUIREMENT TO PRE-ARRANGE CATERING, ATTENDEES ARE OBLIGATED TO THE AMOUNT DUE.  NO ADJUSTMENTS WILL BE MADE AFTER 6 JULY 2012.
10. UNIFORMS.  THE REQUIRED UNIFORMS AND CIVILIAN CLOTHING ARE DRESS BLUE/WHITE B (RIBBONS AND BADGES), SUMMER SERVICE "C," BUSINESS CASUAL, AND SMART ATHLETIC WEAR (TEAM BUILDING EVENT).  THE SMMC WILL HOST A SUNSET PARADE ON TUESDAY, 31 JULY 2012, AND AN EVENING PARADE ON FRIDAY, 3 AUGUST 2012.
11. WEATHER.  THE AVERAGE TEMPERATURES FOR WASHINGTON, DC IN AUGUST ARE 87 DEGREES (HI) AND 65 (LOW), WITH HUMIDITY AROUND 70 PERCENT.  THE AREA AVERAGES APPROXIMATELY 3.9 INCHES OF RAIN IN AUGUST. 
12. SMS-12 COMMAND CENTER
A.  THE COMMAND CENTER WILL BE SET UP TO PROVIDE APPROPRIATE ADMINISTRATIVE AND LOGISTICAL SUPPORT TO ALL ATTENDEES.  PERSONNEL AND RESOURCES ARE ASSIGNED TO THE COMMAND CENTER ACCORDING TO KNOWN REQUIREMENTS BASED ON THE OFFICIAL AGENDAS.
B.  THE COMMAND CENTER WILL BE LOCATED IN THE HOTEL AND WILL BE OPERATIONAL FROM ABOUT 0800 ON 30 JULY UNTIL 1700 ON 3 AUGUST.  DURING THE SYMPOSIUM, THE COMMAND CENTER WILL BE OPERATIONAL MONDAY THRU FRIDAY FROM 0600 TO 1900.
C.  PROJECTED CAPABILITIES ARE:

(5) THE COMMAND CENTER WILL PROVIDE AND MAINTAIN NIPRNET WORKSTATIONS FOR SMS-12 ATTENDEES.  THE WORKSTATIONS WILL BE LOCATED CLOSE TO, BUT NOT INSIDE OF, THE COMMAND CENTER.
(6) BRIEFINGS SUPPORT:  THE COMMAND CENTER WILL BE PREPARED TO SUPPORT ALL KNOWN BRIEFERS' REQUIREMENTS.  THE NORMAL ORGANIC AUDIO-VISUAL AND INFORMATION TECHNOLOGY CAPABILITIES AVAILABLE INCLUDES SCREENS, PROJECTORS, VIDEO PLAYERS, AND LAPTOPS CAPABLE OF USING CDS.  IF ANY BRIEFER REQUIRES ADDITIONAL SUPPORT, PLEASE CONTACT MR. JOPLIN.
D.  COMMAND CENTER LIMITATIONS.  THE COMMAND CENTER WILL NOT HAVE ON-SITE CAPABILITY FOR CLASSIFIED FAX, SIPRNET EMAIL, AND STU/STE PHONE.  PLEASE CONTACT THE COMMAND CENTER SHOULD THE NEED EXIST FOR THESE SERVICES.  ALL CLASSIFIED MATERIAL HANDLING/STORAGE MUST BE COORDINATED WITH THE COMMAND CENTER.
