FOR THE AWARD. CRITERIA FOR NAVAL SERVICE AWARDS IS CONTAINED IN

OTHER THAN UNIT AWARDS, THE CURRENT AWARDS FOR SERVICE IN SOUTHWEST

  2 AUGUST 1990 TO 30 NOVEMBER 1995- CRITERIA IS THAT AN INDIVIDUAL
MUST BE IN GEOGRAPHICAL AREA AUTHORIZED THE AWARD AND MUST HAVE
PARTICIPATED IN MILITARY OPERATIONS AGAISNT IRAQ.  PERSONNEL IN A
TRAINING CATEGORY ARE NOT ELIGIBLE FOR THIS AWARD UNLESS THEY
PARTICIPATE IN OPERATIONS AGAINST IRAQ IN SUPPORT OF THE "CEASE
FIRE" CAMPAIGN WHICH LASTED FROM 12 AUGUST 1991 TO 30 NOVEMBER 1995.
SINCE OPERATION "NATIVE FURY" WAS AND IS A TRAINING EXERCISE,
PERSONNEL WHO PARTICIPATE IN THIS DO NOT MEET THE ELIGIBILITY
CRITERIA FOR THE SASM.
                  ARMED FORCES EXPEDITIONARY MEDAL (AFEM)
FOR OPERATION "SOUTHERN WATCH" FOR THE PERIOD 1 DECEMBER 1995 TO A
DATE TO BE DETERMINED. THE AFEM IS NOT AUTHORIZED TO PERSONNEL WHO
PARTICIPATE IN TRAINING EXERCISES SUCH AS OPERATION "NATIVE FURY".
                        KUWAIT LIBERATION MEDAL (KLM) (SAUDI ARABIA)
IS AUTHORIZED FOR THE PERIOD 17 JANUARY TO 28 FEBRUARY 1991, ONLY.
THE AWARD IS AUTHORIZED FOR THE DEFENSE OF SAUDI ARABIA, AND NOT FOR
TRAINING DURING OR AFTER THE AUTHORIZED DATES.
                 KUWAIT LIBERATION MEDAL (KLM)(K) (SAUDI ARABIA)
IS AUTHORIZED FOR THE PERIOD 2 AUGUST 1990 TO 31 AUGUST 1993.  THE
MEDAL IS AUTHORIZED FOR GROUND AND/OR SURFACE MILITARY OPERATIONS.
PERSONNEL IN A TRAINING CATEGORY ARE NOT ELIGIBLE FOR THIS FOREIGN
AWARD. SINCE OPERATION "NATIVE FURY" IS A TRAINING EXERCISE,
PERSONNEL WOULD NOT BE ENTITLED TO THE (KLM) (K) FOR SERVICE IN THIS
OPERATION.

COMMANDING OFFICERS SHOULD SCREEN SERVICE RECORDS AND MAKE APPROPIATE
CORRECTIONS AS IT PERTAINS TO TRAINING EXERCISES IN SOUTHWEST ASIA.
5.  UNIT AWARD CITATIONS.  THE ORGINAL UNIT AWARD CITATION IS
FORWARDED FOR PRESENTATION TO THE UNIT UPON APPROVAL.  THERE IS ONLY
ONE ORGINAL.  ALTHOUGH, COPIES OF THE CITATION ARE AVAILABLE
THROUGH LOCAL COMMANDS.
6.  ALMARS.  ALMARS/AWARDS UPDATES ARE PUBLISHED QUARTERLY.  THEY ARE
AVAILABLE FOR REVIEW FROM 1994 TO PRESENT IN LOTUS NOTES.
7.  UNIT AWARDS. MARINE CORPS UNIT AWARD MANUAL (NAVMC 2922) IS
PUBLISHED FOR USE BY COMMANDING OFFICERS TO DETERMINE ELIGIBILITY FOR
UNIT AWARDS OF PERSONNEL ASSIGNED TO THEIR COMMAND.  ONCE A
DETERMINATION OF ENTITLEMENT TO A UNIT AWARD IS ACCOMPLISHED, ENTRY
IN THE SERVICE RECORD BOOK CAN BE COMPLETED.  THE CRITERIA
FOR PERSONNEL WHO ARE ELIGIBLE TO WEAR UNIT AWARDS AND TO HAVE
ENTRIES MADE IN THE SERVICE RECORD IS CONTAINED IN, CHAPTER 3,
PAGES 3-1 AND 3-2.  REFERENCE A CONTAINS UNIT AWARDS FROM WORLD WAR
II TO PRESENT.  A NEW MANUAL WILL BE AVAILABLE DURING MAY 1998.  FOR
COMMANDS THAT DO NOT HAVE THE MANUAL, IT MAY BE REQUESTED THROUGH
LOCAL SUPPLY SECTIONS UNDER PCN 10001361200.
8.  NAVY AND MARINE CORPS MEDAL ELIGIBILITY CRITERIA.  EFFECTIVE 18
NOV 1997 MEMBERS OF THE READY RESERVE WHO WERE NOT IN A DUTY STATUS
AND DISTINGUISH THEMSELVES BY HEROISM ARE ELIGIBILE FOR THE NAVY AND
MARINE CORPS MEDAL.  EXAMPLE:  SHOULD A MEMBER OF THE READY RESERVE
PERFORM HEROISM WHILE IN A CIVILIAN CAPACITY, THAT MEMBER IS ELIGIBLE
TO BE RECOMMENDED FOR THE MEDAL.
9.  DRILL INSTRUCTOR RIBBON (DIR).  AWARD ELIGIBILITY FOR THE DIR HAS
BEEN EXTENDED TO INCLUDE THE COMMANDING OFFICER, EXECUTIVE OFFICER,
S-3 OFFICER, AND SERGEANT MAJOR OF OFFICER CANDIDATE SCHOOL.
ADDITIONALLY,
WAIVER AUTHORITY HAS BEEN APPROVED FOR THE PRESIDENT, MARINE CORPS
UNIVERSITY.
10.  UNITED NATIONS MEDAL ORDER OF PRECEDENCE.  THE UNITED NATIONS
MEDAL
IS A NON-U.S. MILITARY AWARD AND SHOULD BE WORN BEFORE THE KUWAIT
LIBERATION MEDALS.
11.  THIS BULLETIN IS CANCELLED WHEN INCORPORATED INTO THE
REFERENCES,
