GENTEXT/REMARKS/1.  AS WE MOVE INTO AN ENVIRONMENT OF REDUCED RESOURCES AND REDUCED END STRENGTH, WE FACE TOUGH DECISIONS THAT WILL AFFECT THE MARINES WHO HAVE BEEN DEDICATED TO SERVICE THROUGHOUT THE RECENT DECADES OF PEACE AND WAR.  FOR A SECOND TIME OUR CORPS MUST FACE THE TOUGH DECISION OF HOW TO MANAGE THE KIND OF SURPLUS IN SENIOR FIELD GRADE OFFICERS WE HAVE TODAY.  THE DESIRE OF MARINES TO CONTINUE TO SERVE HAS SLOWED DOWN THE NORMAL PACE OF RETIREMENTS AND CREATED A BOTTLENECK AT THE TOP.  WE MUST MAINTAIN OUR WARFIGHTING CAPABILITY WHILE WE RESPONSIBLY STEER A FUTURE COURSE THAT REDUCES THE NUMBER OF SENIOR OFFICERS ON ACTIVE DUTY.  OUR RESPONSIBILITY REQUIRES THAT EACH OF YOU GET THE FACTS BEHIND THIS DECISION AND INFORMATION REGARDING THE WAY AHEAD.  WITH THIS AS BACKGROUND AND IN ACCORDANCE WITH REF A, THE SECRETARY OF THE NAVY HAS APPROVED THE CONVENING OF A REGULAR SELECTIVE EARLY RETIREMENT BOARD TO MEET MANDATED END STRENGTH AND GRADE DISTRIBUTION REQUIREMENTS. 
2.  THE FY13 SELECTIVE EARLY RETIREMENT BOARD FOR LIEUTENANT COLONELS WILL CONVENE APPROXIMATELY 17 SEP 2012, UPON ADJOURNMENT OF THE FY14 USMC COLONEL PROMOTION SELECTION BOARD.
3.  ELIGIBILITY CRITERIA FOR THE SELECTIVE EARLY RETIREMENT BOARD IS AS FOL:
    A.  THE ZONE OF CONSIDERATION CONSISTS OF REGULAR UNRESTRICTED LIEUTENANT COLONELS ON THE ACTIVE-DUTY LIST THAT HAVE FAILED SELECTION FOR PROMOTION TO COLONEL TWO OR MORE TIMES AND:
        (1) ARE NOT ON THE LIST OF OFFICERS RECOMMENDED FOR PROMOTION
        (2) HAVE NOT BEEN APPROVED FOR VOLUNTARY RETIREMENT
        (3) ARE NOT REQUIRED TO RETIRE INVOLUNTARILY UNDER ANY PROVISION OF LAW IN FY2012 OR 2013.  THE ELIGIBILITY ZONE IS AS FOL:
        (1)  SENIOR ELIGIBLE - LTCOL STIMPSON, JEFFREY S. LCN: 03006000  DOR: 01 OCT 99
        (2)  JUNIOR ELIGIBLE - LTCOL SAUER, ANDREW J. LCN: 07104000  DOR: 01 JUL 07
     B.  THE NUMBER OF OFFICERS TO BE CONSIDERED BY THE BOARD IS ESTIMATED TO BE 202.  BY LAW, THE NUMBER TO BE RECOMMENDED FOR SELECTIVE EARLY RETIREMENT CANNOT EXCEED 30 PERCENT OF THOSE OFFICERS CONSIDERED.  THE TOTAL NUMBER OF REGULAR UNRESTRICTED LIEUTENANT COLONELS THE BOARD MAY RECOMMEND FOR EARLY RETIREMENT IS ESTIMATED TO BE 60.  THIS NUMBER WILL BE ADJUSTED BASED ON THE VOLUME OF VOLUNTARY RETIREMENT REQUESTS APPROVED PRIOR TO THE BOARD CONVENING.
     C.  PER REF A, OFFICERS CONSIDERED BY AN FY13 SELECTIVE EARLY RETIREMENT BOARD MAY NOT BE CONSIDERED AGAIN FOR A PERIOD OF FIVE YEARS. 
4.  LIEUTENANT COLONELS WHO WISH TO BE EXEMPTED FROM CONSIDERATION BY THE FY13 SERB MAY SUBMIT A VOLUNTARY RETIREMENT REQUEST NLT 28 AUG 2012 WITH A REQUESTED RETIREMENT DATE OF 01 SEPTEMBER 2013 OR EARLIER.  ONCE THE VOLUNTARY RETIREMENT REQUEST IS APPROVED, THE OFFICER WILL BE REMOVED FROM CONSIDERATION BY THE BOARD.  THESE REQUESTS MUST BE SUBMITTED BY SEPARATE CORRESPONDENCE WITH A SINGLE COMMAND ENDORSEMENT AND CONTAIN THE FOLLOWING SUBJECT LINE: "VOLUNTARY RETIREMENT REQUEST PER MARADMIN XXX-12" (THIS MARADMIN).  ONCE A RETIREMENT REQUEST FOR EXEMPTION FROM SERB CONSIDERATION IS APPROVED, IT CANNOT BE WITHDRAWN WITHOUT THE APPROVAL OF THE SECRETARY OF THE NAVY.
5.  SELECTIVE EARLY RETIREMENT BOARDS ARE DISTINCT FROM PROMOTION BOARDS AND ARE GUIDED BY SEPARATE PRECEPTS (INSTRUCTIONS).  THE BOARD SHALL IDENTIFY THE OFFICERS WHOSE EARLY RETIREMENT, IN THE OPINION OF THE MAJORITY OF THE BOARD MEMBERS, IS IN THE BEST INTERESTS OF THE MARINE CORPS.  CONSIDERATION IN DETERMINING WHERE RETIREMENT IS IN THE BEST INTEREST OF THE MARINE CORPS WILL FOCUS ON SUSTAINED SUPERIOR PERFORMANCE AND FUTURE POTENTIAL.
6.  OFFICERS SELECTED FOR EARLY RETIREMENT SHALL BE RETIRED NLT THE FIRST DAY OF THE SEVENTH MONTH FOLLOWING THE MONTH IN WHICH THE SELECTIVE EARLY RETIREMENT LIST IS APPROVED BY THE SECRETARY OF THE NAVY.  AN OFFICER SELECTED FOR EARLY RETIREMENT WILL BE PERSONALLY NOTIFIED BY THE FIRST MARINE GENERAL OFFICER IN THE CHAIN OF COMMAND. 
7.  BY LAW, THE SECRETARY OF THE NAVY MAY DEFER THE EARLY RETIREMENT OF OFFICERS FOR UP TO 90 DAYS FOR HUMANITARIAN REASONS OR PERSONAL HARDSHIP TO THE OFFICER.  ANY REQUEST FOR DEFERRAL IS MADE ON A CASE-BY-CASE BASIS TO THE SECRETARY VIA MMSR-2.  SEE PARAGRAPH 9.B FOR POINTS OF CONTACT.
8.  ONLY ELIGIBLE OFFICERS MAY COMMUNICATE WITH THE PRESIDENT OF THE BOARD.  SUCH PERSONAL COMMUNICATIONS MUST BE IN WRITING AND RECEIVED OR HAND-DELIVERED TO HARRY LEE HALL NO LATER THAN MIDNIGHT (EASTERN TIME) ON THE DAY BEFORE THE DATE THE SERB CONVENES.  THE SERB WILL CONVENE IMMEDIATELY FOLLOWING THE ADJOURNMENT OF THE REGULARLY SCHEDULED COLONEL PROMOTION SELECTION BOARD.  HENCE, THE EARLIEST DATE THAT THE SERB MAY CONVENE IS ON 5 SEPTEMBER 12, THE DATE ON WHICH THE REGULARLY SCHEDULED COLONEL PROMOTION SELECTION BOARD WILL CONVENE.
    A.  OFFICERS MAY SUBMIT COMMUNICATIONS VIA U.S. MAIL, NEXT DAY PACKAGES, OR FAX.  U.S. MAIL IS NOT DELIVERED DIRECTLY TO HARRY LEE HALL, THEREFORE, ANTICIPATE A 2-3 DAY LAG TIME FOR FURTHER DELIVERY TO HARRY LEE HALL.  COMMERCIAL NEXT DAY CARRIERS DELIVER DIRECTLY TO HARRY LEE HALL, EXCLUDING WEEKENDS AND HOLIDAYS.  OFFICERS WITH THE CAPABILITY TO SCAN THEIR DOCUMENTS MAY SEND THE SCANNED DOCUMENTS VIA E-MAIL DIRECTLY TO THE ORGANIZATIONAL MAILBOX FOR MMPR-1 (OFFICERPROMOTIONSECTION@USMC.MIL). ENSURE THE E-MAIL SUBJECT LINE READS "UPDATE MATERIAL FOR THE FY13 USMC LIEUTENANT COLONEL SELECTIVE EARLY RETIREMENT BOARD."  MATERIAL RECEIVED AFTER THE BOARD CONVENES, OR THIRD PARTY COMMUNICATIONS WITHOUT THE ELIGIBLE OFFICER'S WRITTEN ENDORSEMENT WILL NOT BE PRESENTED TO THE BOARD.
    B.  UPDATE MATERIAL MUST BE IN WRITING AND SUBMITTED UNDER COVER LETTER WITH THE UPDATE MATERIAL AS ENCLOSURES (A SAMPLE COVER LETTER IS AVAILABLE AT THE OFFICER PROMOTION HOMEPAGE);  THE COVER LETTER MUST BE ADDRESSED TO PRESIDENT, FY13 USMC LIEUTENANT COLONEL SELECTIVE EARLY RETIREMENT BOARD. (SEE PARAGRAPH 9.A FOR COMPLETE ADDRESS).
    C.  UPDATE MATERIAL MUST BE FROM THE ELIGIBLE OFFICER; AND THE OFFICER MUST SIGN THE COVER LETTER.  DIGITAL SIGNATURES ARE AUTHORIZED ON EMAIL SUBMISSIONS.  MATERIAL SUBMITTED THAT IS NOT IN WRITING, SUBMITTED WITHOUT A SIGNED COVER LETTER WILL NOT BE SUBMITTED TO THE BOARD.
    D.  UNLESS SPECIFIED IN WRITING BY THE ELIGIBLE OFFICER, ANY COMMUNICATION PROVIDED TO THE FY14 COLONEL PROMOTION SELECTION BOARD (REF B) WILL BE PRESENTED TO THE SELECTIVE EARLY RETIREMENT BOARD.  EACH OFFICER IS PERSONALLY RESPONSIBLE FOR ENSURING THAT THEIR RECORDS REPRESENT A SUBSTANTIALLY ACCURATE, COMPLETE, AND FAIR PORTRAYAL OF THEIR CAREER.
    E.  THE PRIMARY MOST EXPEDITIOUS MEANS OF OBTAINING AND VIEWING THE OMPF AND MBS IS THROUGH OMPF ONLINE VIA MOL.  THE MBS CAN ALSO BE OBTAINED THROUGH THE MMSB WEB SITE.  REFER TO REF D TO DETERMINE WHAT DOCUMENTS ARE APPROPRIATE FOR INCLUSION IN THE OMPF. 
    F.  OFFICERS ARE PERSONALLY RESPONSIBLE FOR CORRECTING DEFICIENCIES, MISSING INFORMATION, OR ILLEGIBLE DOCUMENTS PRESENT IN EITHER THE OMPF OR MBS WITH CMC (MMSB-20).   PER REF D, ENSURE ANY MATERIAL SENT TO CMC (MMSB-20) FOR FILING IN THE OMPF CONTAINS FULL NAME, GRADE, AND LAST FOUR OF SSN. OFFICERS ARE REMINDED THAT ANY ADDITIONS OR DELETIONS FROM THEIR OMPF OR MBS WITHIN THE 12-MONTH WINDOW SHOULD ALSO BE VERIFIED TO ENSURE THE ACCURACY AND COMPLETENESS OF THEIR RECORD.  OMPF DOCUMENTS CAN BE EMAILED AS A PDF ATTACHMENT OR FAXED TO CMC (MMSB-20).  OMPF DOCUMENTS CAN ALSO BE MAILED TO CMC (MMSB-20); HOWEVER, INCLUSION INTO THE OMPF IS SUBSTANTIALLY FASTER IF THE DOCUMENTS ARE EITHER E-MAILED OR FAXED.  SEE PARAGRAPH 9.D (MMSB) FOR OMPF INQUIRIES AND DOCUMENT SUBMISSION POINTS OF CONTACT.
    G.  IT IS IMPERATIVE THAT DOCUMENTS SUBMITTED TO CMC (MMSB-20) FOR INCLUSION IN THE OMPF BE CONSPICUOUSLY MARKED "CONTAINS DOCUMENTS FOR FY13 LIEUTENANT COLONEL SELECTIVE EARLY RETIREMENT BOARD" OR "FY14 USMC COLONEL PROMOTION SELECTION BOARD." WITH THE EXCEPTION OF FITNESS REPORTS, ALL OMPF DOCUMENTS, MUST BE FORWARDED TO AND RECEIVED BY CMC (MMSB-20) AT LEAST TWO WEEKS PRIOR TO THE CONVENING DATE OF THE SELECTIVE EARLY RETIREMENT BOARD IN ORDER TO ALLOW PROCESSING TIME TO THE OMPF.  OFFICERS ARE ADVISED THAT THE OMPF AND MBS ARE DISTRIBUTED TO THE BOARDROOM AT LEAST ONE WEEK BEFORE THE BOARD CONVENING DATE.  BOARD ELIGIBLE RECORDS CONTINUE TO BE UPDATED UNTIL THE CONVENING DATE OF THE BOARD; HOWEVER, OFFICERS ARE HIGHLY ENCOURAGED TO SUBMIT ALL MATERIAL NO LATER THAN TWO WEEKS PRIOR TO THE CONVENING OF THE FY14 USMC COLONEL PROMOTION SELECTION BOARD TO ENSURE ENTRY INTO THEIR OMPF.
