NARR/REF A IS THE CHAIRMAN OF THE JOINT CHIEFS OF STAFF INSTRUCTION FOR THE MASTER POSITION, NAVIGATION AND TIMING PLAN (MPNTP). REF B IS THE MARCORSYSCOM INSTRUCTION FOR PHASE OUT AND REMOVAL OF THE PLGR AS THE LEGACY PRECISE POSITIONING SERVICE GPS RECEIVER FROM USMC INVENTORY.//
GENTEXT/REMARKS/1. PURPOSE. PROVIDE AMPLIFYING GUIDANCE TO ALL MARINE CORPS UNITS TO DISCONTINUE USE AND TO PROPERLY PHASE-OUT THE PLGR.
2. BACKGROUND.
2.A. PLGR IS AN OBSOLETE MILITARY GPS RECEIVER WHICH DOES NOT SUPPORT THE CURRENT DOD SELECTIVE AVAILABILITY ANTI-SPOOFING MODULE(SAASM) GPS SECURITY REQUIREMENTS IN ACCORDANCE WITH REF A. THE DAGR WAS FIELDED AS A PLGR REPLACEMENT TO ENSURE ALL MARINE CORPS GPS USERS HAVE THE MOST CURRENT POSITION NAVIGATION TIMING (PNT) CAPABILITY TO MEET THE EVOLVING GPS THREAT.
2.B. PLGRS ARE NO LONGER AVAILABLE (OUT OF PRODUCTION) AND FUNDING DOES NOT EXIST TO REPAIR OR REPLACE FIELDED PLGRS.
2.C. BECAUSE BOTH THE PLGR AND DAGR BOTH HAVE BEEN ASSIGNED THE SAME TAMCN NUMBER (A1260), THE COMBINED QUANTITIES OF PLGRS AND DAGRS COUNT AGAINST THE UNIT AUTHORIZED ACQUISITION OBJECTIVE (AAO).  AS A RESULT, UNITS HAVE NOT, AND WILL NOT RECEIVE FORCE-FED DAGRS TO REPLACE PLGRS UNTIL PLGRS ARE REMOVED FROM THEIR INVENTORY.
3. ACTIONS.
3.A. ALL ACTIVE AND RESERVE MARINE CORPS UNITS.
3.A.1 IDENTIFY QUANTITIES OF PLGRS UNDER TAMCN A1260 NLT 1 JUNE 2009 AND COORDINATE WITH LOGCOM AND MCSC TO REMOVE PLGRS FROM THE INVENTORY.
3.A.2 DISCONTINUE PLGR USE IMMEDIATELY AND FOLLOW INSTRUCTIONS CITED IN REF B FOR PLGR PHASE OUT, DE-MILITARIZATION AND DISPOSAL. IF UNITS ARE CURRENTLY USING PLGRS ISO OIF/OEF OPERATIONS, THOSE SYSTEMS MUST BE IDENTIFIED AND REPLACED WITH DAGRS IMMEDIATELY THROUGH DIRECT COORDINATION WITH MARCORSYSCOM.
