GENTEXT/REMARKS/1.  AS ANNOUNCED BY REF A, THE FY13 STAFF SERGEANT BOARD WILL CONVENE ON WEDNESDAY, 17 JULY 2013 AT HARRY LEE HALL, MARINE CORPS BASE, QUANTICO, VA, FOR A PERIOD OF ABOUT 9 WEEKS. 
2.  PROFESSIONAL MILITARY EDUCATION (PME).  THE SELECTION GUIDANCE (PRECEPT) FOR BOARD MEMBERS INCLUDES A REMINDER OF THE REQUIREMENT FOR PME.  MARINES ARE ADVISED TO ENSURE THAT COURSE COMPLETION INFORMATION IS INCLUDED IN THEIR OMPF.  ADDITIONALLY, MARINES ARE ENCOURAGED TO REVIEW THEIR MBS TO ENSURE THEIR PME COMPLETION IS REFLECTED.  THE MBS IS A TOOL AND IS NOT CONSIDERED OFFICIAL SOURCE DOCUMENTATION.  AS A REMINDER, MARINES "ELIGIBLE FOR SELECTION" MISSING EVIDENCE OF REQUIRED PME WILL BE BRIEFED AS "NOT FULLY QUALIFIED" FOR SELECTION. 
3.  PER REF B, THE PME REQUIREMENTS FOR PROMOTION TO STAFF SERGEANT ARE AS FOLLOWS:
ALL MARINES WHO ARE ELIGIBLE FOR CONSIDERATION BY THE STAFF SERGEANT SELECTION BOARD MUST HAVE PME REQUIREMENTS COMPLETED PRIOR TO 17 JULY 2013.  THOSE MARINES WHO HAVE NOT COMPLETED THE APPROPRIATE LEVEL PME BY 2359 ON THE DAY PRIOR TO THE CONVENING DATE OF THE SELECTION BOARD WILL BE CONSIDERED LESS THAN FULLY QUALIFIED FOR PROMOTION.  SERGEANTS ELIGIBLE FOR CONSIDERATION TO STAFF SERGEANT MUST HAVE COMPLETED THE SERGEANT DISTANCE EDUCATION PROGRAM (MCI PROGRAM 8010) TO BE CONSIDERED FULLY QUALIFIED.  THE COMPLETION OF RESIDENT PME COURSES WILL NOT FULFILL NONRESIDENT PME REQUIREMENTS.  PER REF J, EFFECTIVE 1 JULY 2013, THE SERGEANT DISTANCE EDUCATION PROGRAM (MCI PROGRAM 8010) WILL BE DISCONTINUED AND REPLACED BY THE SERGEANT COURSE DISTANCE EDUCATION PROGRAM (EPME 5000AA).  STUDENTS THAT WERE ENROLLED IN THE FORMER 8010 PROGRAM ARE NOT REQUIRED TO TRANSITION TO THE EPME VERSION COURSE IF COMPLETED BEFORE 1 JANUARY 2014.  STUDENTS WHO PREVIOUSLY COMPLETED 8010 ARE NOT REQUIRED TO TAKE THE NEW EPME COURSE.  COMPLETION OF THE 8010 PROGRAM WILL APPEAR IDENTICAL FOR BOTH THE ORIGINAL VERSION COURSES AND NEW EPME VERSION COURSES IN THE MARINE CORPS TOTAL FORCE SYSTEM.  IT IS CRITICAL THAT ELIGIBLE MARINES ENSURE THEIR RECORD INCLUDES EVIDENCE OF PME COMPLETION.
4.  COMMANDERS WILL:
    A.  ENSURE EACH ELIGIBLE MARINE WITHIN THEIR COMMAND IS NOTIFIED OF THEIR PROMOTION ELIGIBILITY.
    B.  ENSURE THE ACCURACY OF DATA ELEMENTS IN THE MARINE CORPS TOTAL FORCE SYSTEM (MCTFS) FOR THOSE MARINES ELIGIBLE FOR PROMOTION CONSIDERATION REGARDLESS OF ZONE.  SPECIFIC DATA ELEMENTS INCLUDE, BUT ARE NOT LIMITED TO, DOR, AFADBD, PME, SERVICE SCHOOLS, BILLET DESCRIPTION, PRIMARY MILITARY OCCUPATIONAL SPECIALTY (PMOS), INTENDED MILITARY OCCUPATIONAL SPECIALTY (IMOS), PHYSICAL FITNESS TEST (PFT) SCORE, MARKSMANSHIP SCORE, PERSONAL AWARDS, ASSIGNMENT TO AND REMOVAL FROM THE BODY COMPOSITION PROGRAM, ETC.  ANY CORRECTIONS SHOULD BE REPORTED IN MCTFS AND SUBMITTED AS UPDATE MATERIAL BY THE ELIGIBLE MARINE TO THE PRESIDENT OF THE FY13 STAFF SERGEANT SELECTION BOARD.
    C.  ENSURE THOSE ELIGIBLE MARINES WHO ARE VOLUNTARILY REQUESTING NOT TO BE SELECTED ARE COUNSELED PER REF C AND SUBMIT THEIR REQUESTS IN THE PROPER FORMAT.
    D.  ENSURE EACH ELIGIBLE MARINE SUBMITS A PHOTOGRAPH IN ACCORDANCE WITH REFERENCES D AND E.
    E.  ASSIST ELIGIBLE MARINES IN CORRECTING INCOMPLETE FITNESS REPORTS IN ACCORDANCE WITH THE PROCEDURES OUTLINED IN CHAPTER 8 AND APPENDIX I OF REF F.
5.  PRIOR SERVICE CONSIDERATION.  MARINES WHO BELIEVE THEY SHOULD BE CONSIDERED ELIGIBLE FOR THE BELOW ZONE BY VIRTUE OF PRIOR SERVICE,  PER PARAGRAPH 3202 OF REF C, MUST SUBMIT A REQUEST FOR PRIOR SERVICE CONSIDERATION WITH REQUIRED SOURCE DOCUMENTS TO CMC (MMPR-2) NO LATER THAN THE DAY PRIOR TO THE CONVENING DATE OF THE BOARD.  FIGURE 3-4 OF REF C CONTAINS THE FORMAT FOR THE REQUEST.  LATE SUBMISSION OF REQUESTS FOR CONSIDERATION BASED ON PRIOR SERVICE WILL BE FILED WITHOUT ACTION.  COMMAND ENDORSEMENT IS NOT REQUIRED.

11.  HEIGHT AND WEIGHT STANDARDS.  ELIGIBLE MARINES MUST BE IN COMPLIANCE WITH THE HEIGHT/WEIGHT STANDARDS PRESCRIBED IN REF I.   FITNESS REPORTS SUBMITTED UNDER REF F MUST CONTAIN A DIRECTED COMMENT IN SECTION I OF THE FITNESS REPORT IF THE MARINE EXCEEDS HEIGHT/WEIGHT STANDARDS AND IS NOT IN COMPLIANCE WITH PERCENTAGE BODY FAT LIMITS.  MARINES WHO EXCEED THE HEIGHT/WEIGHT STANDARDS, AND WHOSE FITNESS REPORTS DO NOT INCLUDE BODY FAT INFORMATION, MUST PROVIDE OFFICIAL DOCUMENTATION REFLECTING BODY FAT PERCENTAGE TO THE PRESIDENT OF THE BOARD.
