GENTEXT/REMARKS/1.  THIS MARADMIN ESTABLISHES THE MARINE CORPS MARINE INTERCEPT PROGRAM (MIP) AND IDENTIFIES BASIC ROLES AND RESPONSIBILITIES FOR THE PROGRAM.  THE MARINE CORPS UTILIZES STANDARDIZED REPORTING SYSTEMS FOR SUICIDAL IDEATIONS, SUICIDE ATTEMPTS, OR ACTUAL SUICIDES, PER REFERENCES A AND B.  REFERENCE A REQUIRES COMMANDERS TO COMPLETE AN OPERATIONS EVENT/INCIDENT REPORT (OPREP-3) (SIR) ON ALL SUICIDAL IDEATIONS, ATTEMPTS, OR ACTUAL SUICIDES.  THE MIP SUPPORTS COMMANDERS BY ENSURING THOSE MARINES AND SAILORS IDENTIFIED WITH SUICIDAL IDEATION OR SUICIDE ATTEMPT, PER A SERIOUS INCIDENT REPORT (SIR)/PERSONNEL CASUALTY REPORT (PCR), RECEIVE FOLLOW-UP CONTACT AND NECESSARY SERVICE COORDINATION.  MAINTAINING CONTACT WITH AND COORDINATING CARE SERVICES FOR INDIVIDUALS WHO HAVE SUICIDE IDEATION OR MADE A SUICIDE ATTEMPT HAS BEEN SHOWN TO PREVENT FUTURE SUICIDE IDEATION AND ATTEMPTS.
2.  INSTALLATION MARINE CORPS COMMUNITY SERVICES (MCCS) COMMUNITY COUNSELING PROGRAM (CCP) IS PART OF THE BEHAVIORAL HEALTH CARE TEAM THAT PROVIDES ADDITIONAL CAPABILITIES IN SUPPORT OF COMMANDERS EFFORTS IN ADDRESSING SUICIDAL IDEATIONS AND ATTEMPTS.  CCP COUNSELORS PROVIDE ASSISTANCE TO THE COMMAND IN DEVELOPING COURSES OF ACTION TO SUPPORT THE MARINE OR SAILOR.  THE CCP WILL COLLABORATE WITH THE UNIT, MEDICAL PROVIDERS, AND ALL OTHER ASSETS TO ENSURE COMPREHENSIVE RECOVERY TOOLS ARE MADE AVAILABLE TO THE MARINE OR SAILOR.   ROLES AND RESPONSIBILITIES ARE PROVIDED BELOW.
3.  UNIT COMMANDER COMPLETES AN OPERATIONS EVENT/INCIDENT REPORT (OPREP-3) (SIR) ON SUICIDAL IDEATION OR ATTEMPT PER REFERENCES A AND B.
4.  UPON NOTIFICATION OF A PCR/SIR CONCERNING A SUICIDAL IDEATION OR ATTEMPT, HEADQUARTERS MARINE CORPS (HQMC), MARINE AND FAMILY PROGRAMS DIVISION (MF) WILL NOTIFY THE APPROPRIATE INSTALLATION CCP.  THE CCP WILL MAKE CONTACT WITH THE COMMAND LEADERSHIP (COMMANDING OFFICER, EXECUTIVE OFFICER, SERGEANT MAJOR) WITHIN 24 HOURS.  IF THE INCIDENT OCCURS DURING THE WEEKEND OR HOLIDAY, CONTACT WILL BE MADE THE FOLLOWING WORKING DAY.  THE PURPOSE OF THIS CONTACT IS TO GAIN CONTACT INFORMATION OF THE MARINE OR ATTACHED SAILOR, EXPLAIN CCP CARE COORDINATION, AND ENSURE SERVICE DELIVERY BEGINS.
5.  THE BATTALION/SQUADRON LEVEL  COMMANDER PROVIDES THE CCP NOTIFYING INFORMATION OR OTHER ASSISTANCE FOR THE CCP TO MAKE CONTACT WITH THE MARINE OR SAILOR TO ENSURE THAT THE MARINE DOES NOT FALL THROUGH ANY POTENTIAL GAPS IN SERVICES. 
6.  THE CCP WILL CONTACT THE MARINE OR SAILOR IMMEDIATELY.  THIS CONTACT INITIATES THE FIRST STEP OF MIP INTERVENTION AND ACTIONS NECESSARY FOR CARE AND REINTEGRATION OF THE MARINE OR SAILOR.  CCP COUNSELORS WILL OFFER ASSISTANCE USING EVIDENCE INFORMED PRACTICES TO EXPRESS CONCERN FOR THE MARINE, ADDRESS SAFETY CONCERNS BY ASSESSING FOR SUICIDE AND UPDATING OR COMPLETING A SAFETY PLAN, AND COORDINATING CARE SERVICES.  CCP COUNSELORS  WILL STRONGLY ENCOURAGE MARINES TO ACCEPT SERVICES.  STAYING ENGAGED IN CARING SERVICES CAN PREVENT FUTURE THOUGHT AND BEHAVIORS OF SUICIDE, BUT THE ACCEPTANCE OF SERVICES IS NOT MANDATORY.
7.  AFTER THE ASSIGNED CCP HAS MADE CONTACT WITH THE MARINE OR SAILOR, AN ENCRYPTED EMAIL WITH MINIMAL PERSONALLY IDENTIFIABLE INFORMATION (PII) SHALL BE SENT TO HQMC (MF), BEHAVIORALHEALTH(AT)USMC.MIL, TO CONFIRM THAT CONTACT WITH THE UNIT AND MARINE OR SAILOR HAS TAKEN PLACE.  COUNSELORS WILL MAKE SUBSEQUENT CONTACTS AT 3, 7, 14, 30, 60, AND 90 DAYS TO ADDRESS SAFETY CONCERNS AND SERVICE COORDINATION.       
8.  THE CCP COUNSELOR WILL CONSULT WITH THE COMMANDER AFTER EACH CONTACT WITH THE MARINE OR SAILOR TO ENSURE APPROPRIATE COMMAND COORDINATION IS IN PLACE THROUGHOUT CARE COORDINATION PROCESS.
9.  A LETTER OF INSTRUCTION IS IN DEVELOPMENT, OUTLINING SPECIFIC DAY-TO-DAY OPERATIONS OF THE MIP.  THE MIP COMPLEMENTS THE MARINE CORPS SUICIDE PREVENTION PROGRAM AND IS NOT INTENDED TO REPLACE ANY PART OF REF C.  INSTALLATIONS REQUIRING ADDITIONAL INFORMATION, SHOULD CONTACT THE HQMC (MF) POC, A. WALSH.
10.  THIS MARADMIN IS NOT APPLICABLE TO THE MARINE CORPS RESERVE OR MARINE CORPS RECRUITS.  MIP SERVICES SHALL BE MADE AVAILABLE TO ACTIVE DUTY MILITARY PERSONNEL AND MEMBERS OF THE RESERVE COMPONENT SERVING ON ACTIVE DUTY.
