GENTEXT/REMARKS/1.  PURPOSE.  THIS MARADMIN PROMULGATES MARINE CORPS POLICY FOR ACQUIRING FOREIGN LANGUAGE TRANSLATION SERVICES.
2.  BACKGROUND.  REF A REVEALED OPPORTUNITIES FOR THE MILITARY SERVICES TO ACHIEVE EFFICIENCIES IN THEIR USE OF FOREIGN LANGUAGE SUPPORT CONTRACTS.  SUBSEQUENTLY, THE ASD(RFM) TASKED THE SERVICES TO ASSESS THEIR USE OF FOREIGN LANGUAGE SUPPORT CONTRACTS.  THE ASSESSMENT DETERMINED THAT MARINE UNITS HAVE SPENT MORE THAN A TOTAL OF 750,000 DOLLARS ON TRANSLATION SUPPORT SERVICES BETWEEN 2008 AND 2012.
A.  TRANSLATION IS A SPECIFIC FOREIGN LANGUAGE TASK RESULTING IN AUDIBLE OR WRITTEN MATERIALS TRANSLATED FROM ONE LANGUAGE TO ANOTHER.TRANSLATION IS DISTINCT FROM INTERPRETATION, WHICH IS THE NEAR REAL-TIME RENDERING OF A SPEAKER'S IDEAS FROM ONE LANGUAGE TO ANOTHER FOR A LIVE AUDIENCE.
3.  TRANSLATION SERVICES.  UNITS SHOULD FIRST RESOURCE TRANSLATION SERVICES ORGANICALLY, THEN FROM THE NATIONAL VIRTUAL TRANSLATION CENTER (NVTC), AND FINALLY BY MEANS OF CONTRACT SUPPORT; EACH OF THESE APPROACHES IS DESCRIBED IN DETAIL BELOW:
A.  ORGANIC CAPABILITY.  UNITS DESIRING FOREIGN LANGUAGE TRANSLATION SERVICES SHOULD FIRST DETERMINE WHETHER THE CAPABILITY RESIDES AMONG MARINES IN THE UNIT.  AS A TOOL FOR REFERENCE, THE MARINE CORPS TOTAL FORCE SYSTEM IDENTIFIES MARINES IN RECEIPT OF A FOREIGN LANGUAGE PROFICIENCY BONUS.
B.  NATIONAL VIRTUAL TRANSLATION CENTER (NVTC). IF A UNIT DOES NOT HAVE MARINES WITH THE REQUISITE PROFICIENCY, OR IF THE UNIT REQUIRES TRANSLATION BY A PROFESSIONAL TRANSLATOR, THEN UNITS SHOULD CONTACT NVTC. NVTC IS A GOVERNMENT AGENCY MANDATED BY CONGRESS TO PROVIDE TIMELY AND ACCURATE TRANSLATION SERVICES IN SUPPORT OF NATIONAL INTERESTS. NVTC CAN ALSO CONDUCT QUALITY CONTROL REVIEW ON PREVIOUSLY TRANSLATED MATERIAL TO ENSURE A TECHNICALLY AND LINGUISTICALLY ACCURATE PRODUCT. C.  DEPARTMENT OF DEFENSE LANGUAGE INTERPRETATION AND TRANSLATION ENTERPRISE (DLITE) CONTRACT. IF NVTC CANNOT MEET UNIT REQUIREMENTS,UNITS SHOULD CONTRACT FOR FOREIGN LANGUAGE TRANSLATION SERVICES THROUGH THE DLITE CONTRACT.  PER REF C, THE U.S. ARMY IS THE EXECUTIVE AGENT FOR FOREIGN LANGUAGE SUPPORT CONTRACTS, AND MANAGES THE DLITE CONTRACT TO FULFILL THIS RESPONSIBILITY.  REQUIREMENTS ARE FORWARDED TO THE ARMY INTELLIGENCE AND SECURITY COMMAND (INSCOM) CONTRACT LINGUIST PROGRAM SUPPORT OFFICE, WITH A COPY TO THE OFFICE OF THE DEPUTY CHIEF OF STAFF (ODCS), G-2, OPERATIONS AND PLANS, OPERATIONS DIVISION (DAMI-OPO).
