GENTEXT/REMARKS/1. PURPOSE. THIS MARADMIN ANNOUNCES THE CONVENING OF THE FY14 STAFF SERGEANT RETENTION BOARD TO CONSIDER AND RECOMMEND ACTIVE COMPONENT STAFF SERGEANTS, WHO HAVE TWO OR MORE TIMES FAILED SELECTION TO GUNNERY SERGEANT AND HAVE GREATER THAN FIFTEEN YEARS OF SERVICE BUT LESS THAN EIGHTEEN YEARS OF SERVICE, FOR RETENTION WITHIN THE MARINE CORPS.  RECENT REDUCTIONS IN AUTHORIZED ENDSTRENGTH STRUCTURE HAVE RESULTED IN EXCESS INVENTORY IN MANY MILITARY OCCUPATIONAL SPECIALTIES (MOS) AT THE GRADE OF STAFF SERGEANT (E6). VOLUNTARY SEPARATION PROGRAMS HAVE NOT RESULTED IN SUFFICIENT LOSSES TO MAINTAIN A HEALTHY OPPORTUNITY FOR TIMELY PROMOTION. THEREFORE, AND IN ACCORDANCE WITH THE REFERENCES, THE STAFF SERGEANT RETENTION BOARD WILL SELECT A NUMBER OF STAFF SERGEANTS IN THE ELIGIBLE POPULATION FOR RETENTION. MARINES NOT SELECTED FOR RETENTION WILL BE SEPARATED FROM THE MARINE CORPS. MARINES NOT SELECTED FOR RETENTION, WHO WOULD HAVE OVER 15 BUT LESS THAN 18 YEARS OF ACTIVE SERVICE, WILL BE ENCOURAGDTO REQUEST EARLY RETIREMENT UNDER THE ENLISTED TEMPORARY EARLY RETIREMENT AUTHORITY (TERA) IN LIEU OF INVOLUNTARY SEPARATION. THE BOARD WILL CONVENE AFTER THE COMPLETION OF THE FY14 GUNNERY SERGEANT SELECTION BOARD AT HARRY LEE HALL, MARINE CORPS BASE, QUANTICO, VA.  THE RETENTION BOARD, GUIDED BY PRECEPT, SHALL IDENTIFY THE MARINES WHOSE FURTHER RETENTION, IN THE OPINION OF THE MAJORITY OF TE BOARD MEMBERS, IS IN THE BEST INTEREST OF THE MARINE CORPS FUTURE FORCE REQUIREMENTS.
2. ELIGIBILITY CRITERIA. THE FOLLOWING ELIGIBILITY CRITERIA SHALL BE APPLIED TO DETERMINE THE AFFECTED POPULATION FOR CONSIDERATION BY THE BOARD. TO BE VIEWED DURING THE FY14 STAFF SERGEANT RETENTION BOARD, EACH MEMBER MUST HAVE THE FOLLOWING PROFILE.
   A. GRADE. MARINES MUST CURRENTLY HOLD THE RANK OF STAFF SERGEANT / E6.
   B. SELECTION. MARINES MUST HAVE FAILED SELECTION TO THE RANK OF GUNNERY SERGEANT / E7 AT LEAST TWICE AS OF THE COMPLETION OF THE FY14 GUNNERY SERGEANT SELECTION BOARD.  THIS CRITERIA OF TWO OR MORE FAILED SELECTIONS TO THE RANK OF GUNNERY SERGEANT APPLIES REGARDLESS OF WHETHER OR NOT A MARINE'S MOS HAS ALLOCATIONS FOR THE CURRENT YEAR'S PROMOTION BOARD.  MARINES CURRENTLY SELECTED FOR PROMOTION (TO INCLUDE THE FY14 GUNNERY SERGEANT PROMOTION BOARD SELECTS) WILL NOT BE VIEWED FOR A RETENTION DECISION BY THIS BOARD.
   C. YEARS OF SERVICE (YOS) ELIGIBILITY. MARINES MUST HAVE AT LEAST 15 YOS AS OF 31 JANUARY 2015. MARINES MUST ALSO HAVE NO MORE THAN 18 YOS AS OF 31 JANUARY 2015.  MARINES THAT DO NOT FIT WITHIN THIS WINDOW WILL NOT BE VIEWED DURING THE FY14 STAFF SERGEANT RETENTION BOARD.
   D. NOT CURRENTLY SUBJECT TO SEPARATION OR RETIREMENT. MARINES MUST NOT HAVE AN APPROVED SEPARATION DATE UNDER SOME OTHER PROVISION OF LAW OR POLICY, SUCH AS AN APPROVED RETIREMENT, AN APPROVED TERA REQUEST, OR AN APPROVED VOLUNTARY SEPARATION PAY (VSP) REQUEST. THIS LIST IS NOT INCLUSIVE OF ALL POTENTIAL SEPARATION PROGRAMS. MARINES LACKING AN APPROVED SEPARATION/RETIREMENT REQUEST AS OF THE CONVENING DATE OF THE RETENTION BOARD WILL BE VIEWED DURING THIS BOARD.
   E. MARINES PENDING MEDICAL, ADMINISTRATIVE, OR LEGAL ACTION AT THE TIME THE BOARD CONVENES THAT MEET THE OTHER PROFILE CRITERIA WILL BE CONSIDERED ON THIS BOARD. IF NOT SELECTED FOR RETENTION BY THE BOARD, THE MARINE WILL RECEIVE NOTIFICATION OF NON-SELECTION AND WILL HAVE HIS SEPARATION HELD IN ABEYANCE UNTIL SUCH TIME AS THE MEDICAL, ADMINISTRATIVE OR LEGAL ACTION IS COMPLETE.  AT THAT TIME, IF NOT APPROVED FOR SEPARATION UNDER LAW OR POLICY APPLICABLE TO THAT MEDICAL, ADMINISTRATIVE OR LEGAL ACTION, THE MARINE NOT SELECTED FOR RETENTION WILL BE PROCESSED FOR SEPARATION, AT A DATE DETERMINED ON A CASE BY CASE BASIS. MARINES NOT SELECTED FOR RETENTION BUT PENDING MEDICAL, ADMINISTRATIVE, OR LEGAL ACTION SHOULD STILL TAKE STEPS TO PREPARE THEMSELVES FOR SEPARATION, I.E. ATTEND MANDATORY TRANSITION CLASSES, ETC.
   F. MILITARY OCCUPATIONAL SPECIALTY (MOS). ALL MARINES WHO FIT THE ABOVE PROFILE CRITERIA WILL BE CONSIDERED IN THE BOARD'S DELIBERATIONS. THE BOARD WILL BE PROVIDED WITH THE FORECASTED HEALTH OF BOTH CHRONICALLY UNDER-MANNED MOS'S AND CHRONICALLY OVER-MANNED MOS'S TO USE AS PART OF THEIR DELIBERATIONS. THE BOARD WILL CONSIDER EACH MARINE USING A 'TOTAL MARINE' CONCEPT. REGARDLESS OF MOS, EACH MARINE STAFF SERGEANT WITH AT LEAST ONE PREVIOUS FAILURE FOR SELECTION THAT MEETS THE OTHER PROFILE CRITERIA CONTAINED WITHIN THIS SECTION SHOULD PREPARE THEIR RECORDS FOR CONSIDERATION.
3. SEPARATION DATE. STAFF SERGEANTS NOT SELECTED FOR RETENTION BY THIS BOARD WILL HAVE THEIR EAS RESET TO THE LAST DAY OF THE SEVENTH MONTH FOLLOWING THE RELEASE OF THE BOARD RESULTS.  MARINES NOT SELECTED FOR RETENTION WILL BE NOTIFIED BY THEIR CHAIN OF COMMAND. UPON NOTIFICATION, MARINES SHOULD IMMEDIATELY CONSIDER PARTICIPATION IN THE TERA. THE REQUESTED RETIREMENT DATE IN THE TERA REQUEST SHOULD BE THE LAST DAY OF THE SEVENTH MONTH FOLLOWING THE RELEASE OF THE BOARD RESULTS. MARINES WITH EXTENUATING CIRCUMSTANCES MAY REQUEST SPECIAL CONSIDERATION REGARDING THEIR SEPARATION DATE.
4. MARINES SELECTED FOR RETENTION BY THE FY14 STAFF SERGEANT RETENTION BOARD WILL NOT BE SUBJECT TO A FUTURE STAFF SERGEANT RETENTION BOARD. HOWEVER, RETENTION BY THE FY14 STAFF SERGEANT RETENTION BOARD DOES NOT IMPLY CONTINUED RETENTION BEYOND A MARINE'S EXISTING END OF ACTIVE SERVICE (EAS) DATE. A MARINE RETAINED BY THE FY14 STAFF SERGEANT RETENTION BOARD WILL STILL BE REQUIRED TO COMPETE FOR FURTHER RETENTION AT THEIR NEXT CONTRACTUAL RETENTION POINT.
5. PERSONAL AND COMMAND RESPONSIBILITIES.
   A. PERSONAL RESPONSIBILITIES. MARINES ARE PERSONALLY RESPONSIBLE FOR ENSURING THE ACCURACY AND COMPLETENESS OF THEIR RECORD BEFORE THE DATE THE STAFF SERGEANT RETENTION BOARD CONVENES.
   B. COMMANDERS RESPONSIBILITIES:
      (1) ENSURE THIS MARADMIN IS AVAILABLE TO ALL MARINES UNDER YOUR COMMAND;
      (2) ENCOURAGE ALL INCLUDED MARINES TO REVIEW THEIR OMPF, MBS, AND MCTFS DATA;
      (3) ENCOURAGE ALL INCLUDED MARINES TO SUBMIT DIGITAL PHOTOS TO THEIR OMPF;
      (4) ENSURE ALL REPORTING OFFICIALS COMPLY WITH THE FITNESS REPORT TIMELINES NOTED IN REF D;
      (5) ASSIST MARINES WITH MISSING FITNESS REPORTS OR CORRECTIONS TO FITNESS REPORTS;
      (6) REMIND MARINES TO PREPARE FOR THEIR BOARD PRIOR TO DEPLOYMENT;
      (7) UNDERSTANDING THAT SOME MARINES MAY REQUIRE ADDITIONAL SUPPORT TO PREPARE FOR THEIR BOARD, ENCOURAGE MARINES TO CONTACT THE CAREER COUNSELOR SECTION (MMRP-50) FOR ASSISTANCE;
      (8) IMMEDIATELY NOTIFY THE CMC (MMPR-2) VIA MESSAGE OR NAVAL CORRESPONDENCE OF INCLUDED MARINES WHO HAVE AN ERRONEOUS DOR, AFADBD, OR COMPONENT CODE IN MCTFS TO PRECLUDE ERRONEOUS CONSIDERATION OR NONCONSIDERATION;
      (9) PROMPTLY REPORT TO CMC (MMPR-2) VIA NAVAL MESSAGE ANY APPROVED MOS CHANGES FOR ELIGIBLE MARINES THAT OCCUR DURING THE BOARD, THIS INCLUDES REPORTING FAILURES OF MOS PRODUCING SCHOOLS;
      (10) ENSURE INCLUDED MARINES WITHIN YOUR COMMAND ARE NOTIFIED OF THEIR BOARD INCLUSION;
      (11) ENSURE THE ACCURACY OF DATA ELEMENTS IN MCTFS FOR THOSE MARINES INCLUDED FOR RETENTION CONSIDERATION;
   C.  COMMUNICATION WITH THE BOARD. EACH INCLUDED MARINE MAY COMMUNICATE WITH THE PRESIDENT OF THE BOARD.  SUCH PERSONAL COMMUNICATIONS MUST BE RECEIVED OR HAND-DELIVERED TO HARRY LEE HALL NO LATER THAN 2359, 12 JUNE 2014.  SEE PARAGRAPH 6 FOR PHYSICAL MAILING ADDRESS, E-MAIL ADDRESS AND FAX NUMBER.
