GENTEXT/REMARKS/1.  PURPOSE.  THIS MARADMIN SOLICITS VOLUNTEERS TO PARTICIPATE IN THE GROUND COMBAT ELEMENT INTEGRATED TASK FORCE (GCEITF).
2.  BACKGROUND.  REFERENCE (A) ANNOUNCED EXPANDED OPPORTUNITY FOR FEMALE MARINES TO SERVE IN COMBAT ARMS UNITS.  ACCORDINGLY, THE MARINE CORPS WILL TAKE DELIBERATE, MEASURED AND RESPONSIBLE IMPLEMENTATION ACTIONS TO ACHIEVE INTEGRATION OF FEMALE MARINES INTO COMBAT ARMS UNITS AND OCCUPATIONAL FIELDS AS DIRECTED BY THE SECRETARY OF DEFENSE ON 24 JANUARY 2013.  CMC HAS DIRECTED ACTIVATION OF THE GCEITF AND ASSIGNED THE MARINE CORPS OPERATIONAL EVALUATION ACTIVITY (MCOTEA) THE RESPONSIBILITY TO CONDUCT ASSOCIATED RESEARCH.  THE TASK FORCE WILL TRAIN FEMALE MARINE VOLUNTEERS IN GROUND COMBAT ARMS MILITARY OCCUPATIONAL SPECIALTY SKILLS, AND INTEGRATE THEM INTO A COMBAT ARMS UNIT, WHILE A DEDICATED RESEARCH TEAM OBSERVES THE UNIT'S PERFORMANCE IN AN OPERATIONAL ENVIRONMENT.  THE GCEITF WILL BE COMPRISED OF APPROXIMATELY 500 MARINES, INCLUDING MALE AND FEMALE, ACTIVE AND RESERVE VOLUNTEERS AND DIRECTED ASSIGNMENT MARINES.
3.  METHOD.  THE GCEITF WILL BE ACTIVATED AT CAMP LEJEUNE, NC IN JUNE 2014.  MCOTEA WILL LEAD THE RECRUITING EFFORT TO STAFF THE GCEITF BASED ON THE RESEARCH DESIGN.  THE GCEITF RECRUITING TEAM WILL BRIEF AND SCREEN ALL VOLUNTEERS USING THE PREREQUISITES LISTED IN PARAGRAPH 3B BELOW TO IDENTIFY MARINES ELIGIBLE FOR VOLUNTARY ASSIGNMENT TO THE GCEITF.  MARINES WHO WISH TO VOLUNTEER MAY DO SO VIA THE MANPOWER AND RESERVE AFFAIRS (M&RA) WEBSITE, VIA TELEPHONE OR IN PERSON DURING ONE OF THE RECRUITING BRIEFS LISTED BELOW.  RECRUITING BRIEFS WILL BE CONDUCTED 28 MAY THROUGH 9 JUNE AT THE FOLLOWING BASES AND STATIONS.

A.1.  MALE MARINE VOLUNTEERS.  MALE MARINE VOLUNTEERS WILL PARTICIPATE ONLY WITHIN THEIR PRIMARY MILITARY OCCUPATIONAL SPECIALTY (PMOS).  MALE MARINES MAY PARTICIPATE IN THE FOLLOWING WAYS:

B.  GCEITF RECRUITING AND PARTICIPATION.  GCEITF VOLUNTEERS MUST MEET THE FOLLOWING PREREQUISITES.
B.1.  BE AN ACTIVE DUTY OR RESERVE (SELECTED MARINE CORPS RESERVE (SMCR) AND INDIVIDUAL MOBILIZATION AUGMENTEE (IMA)) ENLISTED MARINE, MALE OR FEMALE.  ACTIVE RESERVE (AR) PROGRAM MEMBERS AND INDIVIDUAL READY RESERVE (IRR) MEMBERS ARE NOT ELIGIBLE TO PARTICIPATE IN THE GCEITF.
B.2.  ENLISTED MARINES MUST BE IN PAYGRADES E-5 OR BELOW.  SERGEANTS MUST HAVE LESS THAN NINE YEARS OF SERVICE AS OF 1 SEPTEMBER 2014.
B.3.  RESERVE MARINES MUST BE ELIGIBLE AND AVAILABLE FOR HEADQUARTERS MARINE CORPS (HQMC)-FUNDED ACTIVE DUTY OPERATIONAL SUPPORT (ADOS) ORDERS BEGINNING APPROXIMATELY 1 JULY 2014 TO 1 SEPTEMBER 2015.  AT THE COMPLETION OF ADOS ORDERS, RESERVE MARINES WILL RETURN TO THEIR RESPECTIVE UNITS.
B.4.  PARTICIPANTS MUST HAVE AN END OF ACTIVE SERVICE OR RESERVE END OF CURRENT CONTRACT AFTER 1 OCTOBER 2015.
B.5.  ALL PARTICIPANTS FOR COMBAT ARMS MOS'S MUST BE CAPABLE OF ACHIEVING AT LEAST A THIRD CLASS SCORE ON THE MALE PHYSICAL FITNESS TEST (AGE 17-26).
B.6.  BE IN A FULL-DUTY STATUS (I.E., NOT CURRENTLY ON LIMITED/LIGHT DUTY, OR PENDING A PHYSICAL EVALUATION BOARD).
B.7.  VOLUNTEERS CANNOT BE PENDING DISCIPLINARY ACTIONS (I.E., NON-JUDICIAL PUNISHMENT, COURTS MARTIAL, ADMINISTRATIVE SEPARATION).
B.8.  VOLUNTEERS FOR THE GCEITF MUST BE FINANCIALLY STABLE.
B.9.  VOLUNTEERS MUST PROVIDE WRITTEN INFORMED CONSENT.
B.10.  VOLUNTEERS CANNOT BE SERVING IN A SPECIAL DUTY ASSIGNMENT BILLET OR BE STABILIZED FOR DEPLOYMENT.
B.11.  VOLUNTEERS MUST SUBMIT THE COMPLETED SCREENING CHECKLIST AND THE INFORMED CONSENT FORM, BOTH OF WHICH ARE LOCATED AT HTTPS:(FORWARD SLASH)(FORWARD SLASH)WWW.MANPOWER.USMC.MIL/APPLICATION.
C.  HOW TO VOLUNTEER.  MALE AND FEMALE MARINES MAY VOLUNTEER REMOTELY VIA THE M&RA WEBSITE, BY TELEPHONE, OR IN PERSON.  IT IS IMPORTANT TO NOTE THAT NOT ALL VOLUNTEERS WILL BE SELECTED.  EACH VOLUNTEER WILL BE SCREENED TO ENSURE THEY MEET THE PREREQUISITES OF THE GCEITF.

D.  SELECTED VOLUNTEERS.  THOSE VOLUNTEERS SELECTED TO PARTICIPATE IN THE GCEITF, AND THEIR RESPECTIVE COMMANDERS, WILL BE NOTIFIED OF THEIR SELECTION BY HQMC VIA AMHS MESSAGE NO LATER THAN 13 JUNE 2014.
D.1.  FEMALE VOLUNTEERS SELECTED FOR COMBAT ARMS MOS ASSIGNMENT WILL BE NOTIFIED OF THEIR ASSIGNED COMBAT ARMS MOS SCHOOL REPORT DATES NO LATER THAN 13 JUNE 2014.  THESE SELECTED VOLUNTEERS WILL RECEIVE ORDERS TO APPROPRIATE ENTRY LEVEL SCHOOL IN A TEMPORARY ADDITIONAL DUTY STATUS DURING JULY 2014.  UPON SUCCESSFUL COMPLETION OF ENTRY LEVEL TRAINING, SELECTED VOLUNTEERS WILL RECEIVE PERMANENT CHANGE OF STATION(PCS) OR PERMANENT CHANGE OF ASSIGNMENT (PCA) ORDERS, AS APPROPRIATE, TO CAMP LEJEUNE, NC AND START REPORTING TO THE GCEITF DURING SEPTEMBER 2014.
D.2.  FEMALE VOLUNTEERS SELECTED FOR COMBAT ARMS MOS ASSIGNMENT TO THE GCEITF WHO COMPLETE ENTRY LEVEL TRAINING WILL NOT BE ASSIGNED A NEW PMOS, BUT WILL BE ASSIGNED A COURSE COMPLETION CODE IN THE MARINE CORPS TOTAL FORCE SYSTEM.
E.  RESERVE VOLUNTEERS:  MALE AND FEMALE SMCR AND IMA ONLY RESERVISTS ARE ELIGIBLE TO PARTICIPATE AND MUST MEET THE PREREQUISITES OUTLINED IN PARAGRAPH 3B.  RESERVE MARINES INTERESTED IN VOLUNTEERING WILL BE DIRECTED TO CONTACT THE MARINE FORCES RESERVE G-1 ORGANIZATIONAL MAILBOX AT MFR(UNDERSCORE) SOURCING@USMC.MIL AFTER THEY HAVE VOLUNTEERED AND BEEN SELECTED FOR PARTICIPATION IN THE GCEITF.
F.  BOTH MALE AND FEMALE VOLUNTEERS MAY REQUEST, AT ANY TIME, TO DROP ON REQUEST (DOR) FROM TRAINING AND/OR THE GCEITF UNIT.   FEMALE MARINES WHO DO NOT SUCCESSFULLY COMPLETE THE COMBAT ARMS MOS PROGRAM OF INSTRUCTION (POI), OR CHOOSE TO DOR AT ANY TIME DURING THE POI, WILL RETURN TO THEIR PARENT COMMAND WITHOUT CONSEQUENCE TO FUTURE RETENTION, ASSIGNMENT, OR PROMOTION OPPORTUNITIES.  MALE AND FEMALE MARINES WHO CHOOSE TO DOR AFTER THEY HAVE EXECUTED ORDERS TO CAMP LEJEUNE WILL RECEIVE LOCAL PCA ORDERS WITHOUT CONSEQUENCE TO FUTURE RETENTION, ASSIGNMENT, OR PROMOTION OPPORTUNITIES.
G.  FEMALE VOLUNTEERS WHO HAVE ALREADY COMPLETED THE 0311 POI WILL BE GIVEN PRIORITY FOR 0311 AND 0313 ASSIGNMENTS TO THE GCEITF.
H.  WHILE VOLUNTARY SERVICE WITH THE GCEITF IS A UNIQUE OPPORTUNITY TO INFLUENCE THE FUTURE OF THE MARINE CORPS, PARTICIPATION WILL CAUSE MANY MARINES TO DEVIATE FROM THE TRADITIONAL CAREER PATH OF THEIR PMOS.  CAREER MITIGATION EFFORTS WILL INCLUDE MANDATORY COMMENTS ON FITNESS REPORTS AND SERVICE RECORD BOOK ENTRIES.  ADDITIONALLY, MEMBERS OF FUTURE PROMOTION BOARDS WILL BE INSTRUCTED THROUGH BOARD PRECEPT TO PRECLUDE THOSE MARINES WHO VOLUNTARILY PARTICIPATE IN THE GCEITF ASSESSMENT FROM BEING ADVERSELY AFFECTED BY PERFORMING OUTSIDE THEIR PMOS.
4.  ASSESSMENT OF THE GCEITF WILL OCCUR 1 JULY 2014 TO 20 JUNE 2015.
5.  HQMC (MCOTEA) WILL PROVIDE A DETAILED VISIT SCHEDULE TO MAJOR SUBORDINATE COMMAND (MSC) G-3/S-3 AND CAREER PLANNERS VIA SEPARATE CORRESPONDENCE.  MCOTEA WILL NOTIFY BY GENSER MESSAGE MSC POC'S OF MARINES THAT MEET GENERAL QUALIFICATIONS TO ATTEND RECRUITING TEAM BRIEFS SCHEDULED IN PARA 3 ABOVE.  EACH COMMAND/STATION WILL HAVE UNIQUE REQUIREMENTS TO ACCOMMODATE THE SIZE OF THEIR UNIT BRIEFS; THEREFORE, THE DESIGNATED MSC G-3/S-3 AND CAREER PLANNERS MUST ENSURE PROPER FACILITIES ARE RESERVED FOR ALL BRIEFS AND RECRUITING/SCREENING SESSIONS.  ALL LOCATIONS SUPPORTING INTERVIEWS AND SCREENINGS MUST HAVE A MINIMUM OF THREE ACTIVE AND OPERATIONAL NAVY-MARINE CORPS INTERNET PORTS WHICH HAVE BEEN TESTED PRIOR TO GCEITF RECRUITING TEAM ARRIVAL.  DESIGNATED MSC G-3/S-3 AND CAREER PLANNERS WILL ALSO ENSURE THAT AUDIO-VISUAL SUPPORT, PROJECTION CAPABILITY, AND COMPUTER (INTERNET) ACCESS IS AVAILABLE FOR ALL BRIEFS, INTERVIEWS AND SCREENING SESSIONS.
