GENTEXT/REMARKS/1. PURPOSE. THIS MARADMIN REVISES AND CLARIFIES THE DEPLOYMENT-TO-DWELL AND MOBILIZATION-TO-DWELL POLICY FOR MARINES.
1.A. THE POLICY ESTABLISHED IN PARAGRAPH 5 BELOW NECESSITATES A TRANSITION PERIOD EFFECTIVE NOT LATER THAN (NLT) 1 MAY 2015 IN ORDER TO (IOT) DELIBERATELY ADJUST GLOBAL FORCE MANAGEMENT AND MANPOWER MANAGEMENT PROCESSES TO ACHIEVE COMPLIANCE WITH THE REVISED DOD POLICY IN REF A. 1.B.  THE INTENT IS FOR COMMANDERS AT EVERY LEVEL TO ENSURE INDIVIDUAL SERVICE MEMBERS, REGARDLESS OF UNIT ASSIGNMENT,  ARE NOT REPEATEDLY EXPOSED TO COMBAT; DO NOT EXPERIENCE DISPROPORTIONATE DEPLOYMENTS; AND DO NOT SPEND EXTENDED PERIODS OF TIME AWAY FROM THEIR HOMEPORT/STATION/BASE UNLESS REQUIRED BY OPERATIONAL NECESSITY.
2. BACKGROUND. REF A DEFINES DEPLOYMENT-TO-DWELL RATIO, MOBILIZATION-TO-DWELL RATIO, AND ESTABLISHES A SINGLE COMMON STANDARD TO DEFINE OPERATIONAL DEPLOYMENT. THIS MARADMIN SUPERSEDES THE BOOTS ON THE GROUND (BOG) POLICY IN REF B AND THE DEPLOYMENT-TO-DWELL AND MOBILIZATION-TO-DWELL POLICY IN REF E. THE TEMPORARY ADDITIONAL DUTY (TAD) IN EXCESS POLICY IN REF B WILL BE ADDRESSED IN A SEPARATE MARADMIN.
3. DEFINITIONS
 3.A. OPERATIONAL DEPLOYMENT ACTIVE COMPONENT (AC): AN EVENT THAT IS RECORDED IN THE JOINT CAPABILITIES REQUIREMENT MANAGER (JCRM) OR FOURTH ESTATE MANPOWER TRACKING SYSTEM (FMTS) AND IS CONTAINED IN THE ANNUAL GLOBAL FORCE MANAGEMENT DATA INITIATIVE (GFM DI) COMPLIANT TOOL UNDER THE GFM DI REPORTING STRUCTURE. FORCES DEPLOYED IN SUPPORT OF EXECUTE ORDERS (EXORDS), OPERATIONAL PLANS (OPLANS), OR CONCEPT PLANS (CONPLANS) APPROVED BY THE SECRETARY OF DEFENSE (SECDEF) ARE ALSO CONSIDERED OPERATIONALLY DEPLOYED, REGARDLESS OF LOCATION OR DURATION.  EXERCISES ARE NOT CONSIDERED OPERATIONAL DEPLOYMENTS.
 3.A.1. OPERATIONAL DEPLOYMENTS BEGIN WHEN THE MAJORITY OF A UNIT OR DETACHMENT, OR AN INDIVIDUAL NOT ATTACHED TO A UNIT OR DETACHMENT, DEPARTS HOMEPORT/STATION/BASE OR DEPARTS FROM AN ENROUTE TRAINING LOCATION TO MEET A SECDEF APPROVED OPERATIONAL REQUIREMENT. FOR EXAMPLE, A UNIT/INDIVIDUAL STATIONED AT CAMP LEJEUNE, NC PROCEEDS TO MCAGCC 29 PALMS, CA FOR PRE-DEPLOYMENT TRAINING AND THEN DEPARTS FROM MCAGCC 29 PALMS, CA TO FULFILL THEIR OPERATIONAL DEPLOYMENT AT ANOTHER LOCATION(S).  THE OPERATIONAL DEPLOYMENT BEGINS WHEN THE UNIT/INDIVIDUAL DEPARTS FROM MCAGCC 29 PALMS, CA, WHICH IS THE ENROUTE TRAINING LOCATION.
 3.A.2.  AN OPERATIONAL DEPLOYMENT ENDS WHEN THE MAJORITY OF THE UNIT OR DETACHMENT, OR AN INDIVIDUAL NOT ATTACHED TO A UNIT OR DETACHMENT, ARRIVES BACK AT THEIR HOMEPORT/STATION/BASE.
 3.A.3.  UNITS OR INDIVIDUALS OPERATIONALLY EMPLOYED BY SECDEF ORDERS AT THEIR HOME STATION OR IN "PREPARE-TO-DEPLOY-ORDER" STATUS AT HOME STATION ARE NOT OPERATIONALLY DEPLOYED.  THIS INCLUDES UNITS OR INDIVIDUALS IN THE VICINITY OF THEIR PRIMARY DUTY STATION (PDS), WHETHER CONUS OR OCONUS.  EXAMPLE:  MARINE EXPEDITIONARY UNIT (MEU)/UNIT DEPLOYMENT PROGRAM (UDP) DEPLOYMENT. A MEU OR UDP PARTICIPATING IN AN EVENT THAT MEETS THE DEFINITION OF AN OPERATIONAL DEPLOYMENT WILL HAVE THAT TIME COUNTED ONLY WHEN THE MEU/UDP DEPARTS THEIR PDS OR DEPARTS FROM AN ENROUTE TRAINING LOCATION.  ANY TIME SPENT IN THE VICINITY OF THEIR PDS DOES NOT COUNT AS AN OPERATIONAL DEPLOYMENT.
 3.B. AC DWELL:  THE PERIOD OF TIME A UNIT OR INDIVIDUAL IS NOT ON AN OPERATIONAL DEPLOYMENT AS DEFINED BY THIS POLICY.
 3.B.1. DWELL BEGINS WHEN THE MAJORITY OF A UNIT OR DETACHMENT, OR AN INDIVIDUAL NOT ATTACHED TO A UNIT OR DETACHMENT, ARRIVES AT THEIR HOMEPORT/STATION/BASE FROM AN OPERATIONAL DEPLOYMENT.
 3.B.2. DWELL ENDS WHEN THE MAJORITY OF A UNIT OR DETACHMENT, OR AN INDIVIDUAL NOT ATTACHED TO A UNIT OR DETACHMENT, DEPARTS ON AN OPERATIONAL DEPLOYMENT.  A UNIT IS EITHER ON OPERATIONAL DEPLOYMENT OR IN DWELL.
 3.B.3. RESERVE COMPONENT (RC) DWELL IS THE PERIOD OF TIME A UNIT OR INDIVIDUAL IS NOT INVOLUNTARILY MOBILIZED PURSUANT TO 10 U.S.C 12302 OR 12304 MOBILIZATION AUTHORITY OR INVOLUNTARILY ACTIVATED PURSUANT TO 10 U.S.C 12304(B) AUTHORITY.
 3.C  DEPLOYMENT/MOBILIZATION-TO-DWELL RATIOS FOR THE AC/AR:
 3.C.1. DEPLOYMENT-TO-DWELL RATIO FOR AC AND ACTIVE RESERVE (AR). THE RATIO OF TIME A UNIT, DETACHMENT, OR INDIVIDUAL IS OPERATIONALLY DEPLOYED TO THE TIME THE UNIT, DETACHMENT, OR INDIVIDUAL IS IN DWELL. FOR EXAMPLE, A UNIT THAT OPERATIONALLY DEPLOYED FOR FOUR MONTHS AND WAS IN DWELL FOR EIGHT MONTHS WOULD HAVE AN OPERATIONAL DEPLOYMENT-TO-DWELL RATIO OF 1:2.
 3.C.2. MOBILIZATION-TO-DWELL RATIO FOR RESERVE COMPONENT (RC). FOR RESERVE UNITS, DETACHMENTS OR INDIVIDUALS, MOBILIZATION-TO-DWELL RATIO WILL BE MEASURED IN ACCORDANCE WITH REF C AND D. THE MOBILIZATION PERIOD IS CALCULATED FROM THE DATE OF INVOLUNTARY MOBILIZATION TO THE DATE OF DEMOBILIZATION. FOR EXAMPLE, A UNIT THAT WAS INVOLUNTARILY MOBILIZED FOR SIX MONTHS AND WAS IN DWELL FOR 24 MONTHS WOULD HAVE A MOBILIZATION-TO-DWELL RATIO OF 1:4.
4. ACTION
 4.A.  DEPUTY COMMANDANT FOR PLANS, POLICIES AND OPERATIONS. IAW REF G, ENSURE PROPER PROCEDURES ARE TAKEN TO OBTAIN SECDEF APPROVAL FOR UNITS THAT WILL BREAK THE DEPLOYMENT TO DWELL GUIDELINES.
 4.B.  DEPUTY COMMANDANT FOR MANPOWER AND RESERVE AFFAIRS (DC MRA)
 4.B.1.  UPDATE SERVICE DEPLOYMENT/MOBILIZATION-TO-DWELL POLICY AS REQUIRED.
 4.B.2.  DC MRA (MM) PROVIDE UNIT NOTIFICATION AND ACTION UPDATE (IMPLEMENTATION) GUIDANCE DIRECTING COMMANDERS TO CERTIFY UNIT STAFFING, TO INCLUDE INDIVIDUAL MARINES NON-DEPLOYABLE DUE TO DWELL. ENSURE SUPPORTED AND SUPPORTING MARFORS ARE INCLUDED AS INFO ADDRESSEES. UPDATE METRICS USED TO ASSESS DEPLOYABLE STAFFING REPORTS TO INCLUDE INDIVIDUAL DWELL RATES.
 4.B.3.  DC MRA (MM) PROVIDE GUIDANCE AND ASSISTANCE TO COMMANDS FOR SUBMISSION OF VOLUNTARY INDIVIDUAL DWELL WAIVERS.
 4.B.4.  DC MRA (MI) RESET INDIVIDUAL DWELL CALCULATIONS IN MCTFS TO REFLECT THE NEW DEPLOYMENT/MOBILIZATION DWELL THRESHOLD.
5. THE FOLLOWING POLICIES ARE EFFECTIVE NLT 15 MAY 2015:
 5.A.  DEPLOYMENT-TO-DWELL RATIO FOR AC AND AR. SECDEF'S GOAL FOR OPERATIONAL DEPLOYMENT-TO-DWELL RATIO IS 1:2 OR GREATER. THE SECDEF'S OPERATIONAL DEPLOYMENT-TO-DWELL RATIO THRESHOLD IS 1:1. SECDEF APPROVAL IS REQUIRED TO DEPLOY A UNIT, DETACHMENT, OR INDIVIDUAL WITH A 1:1 RATIO OR LESS, EXCEPT THAT AN INDIVIDUAL MAY REQUEST A WAIVER OF THE DEPLOYMENT-TO-DWELL THRESHOLD BY VOLUNTEERING IN WRITING VIA AA FORM (NAVMC 10274) TO THE FIRST GENERAL/FLAG OFFICER IN THE CHAIN OF COMMAND OF THE PARENT ORGANIZATION, WHO MAY APPROVE THE WAIVER REQUEST.
 5.B.  SCREENING OF AC UNITS. UPON NOTIFICATION OF ASSIGNMENT TO A VALID OPERATIONAL DEPLOYMENT, COMMANDERS SHALL PERFORM THE FOLLOWING:
 5.B.1.  SCREEN THE UNIT'S DEPLOYMENT-TO-DWELL RATIO.  IF THE UNIT IS BREAKING DWELL, SECDEF APPROVAL IS REQUIRED TO DEPLOY THE UNIT.  IF SECDEF APPROVES BREAKING DWELL, THEN THE PARAGRAPHS BELOW DO NOT APPLY.
 5.B.2.  IF THE UNIT IS NOT BREAKING DWELL, IDENTIFY ALL MARINES ASSIGNED TO THE UNIT WHO HAVE A DEPLOYMENT-TO-DWELL RATIO OF 1:1 OR LESS.
 5.B.3.  INFORM INDIVIDUAL MARINES WITH A DEPLOYMENT-TO-DWELL RATIO OF 1:1 OR LESS THAT THEY HAVE THE OPTION TO REQUEST A WAIVER OF THE DEPLOYMENT-TO-DWELL THRESHOLD BY VOLUNTEERING IN WRITING TO THE FIRST GENERAL OFFICER IN THE CHAIN OF COMMAND OF THE PARENT ORGANIZATION, WHO MAY APPROVE THE WAIVER REQUEST.
 5.B.4.  UNITS ORDERED TO RAPIDLY DEPLOY TO SUPPORT AN UNPLANNED CONTINGENCY OR EMERGENCY SHALL DEPLOY AS ORDERED.
 5.B.5.  BE PREPARED TO SUBMIT A "COMMANDER'S CERTIFICATION" IOT REPORT WHETHER YOUR UNIT IS CERTIFED AS ADEQUATELY STAFFED TO SUPPORT A DEPLOYMENT; NOTE EXCEPTIONS REQUIRING ACTION SUCH AS THE ROTATION/REPLACEMENT OF INDIVIDUAL MARINES WITH A DEPLOYMENT-TO-DWELL RATIO OF 1:1 OR LESS WHO DID NOT VOLUNTARILY REQUEST A WAIVER.
 5.C.  SCREENING OF AC INDIVIDUALS.  UPON NOTIFICATION OF ASSIGNMENT AS AN INDIVIDUAL AUGMENT TO A VALID OPERATIONAL DEPLOYMENT, THE PARENT AND OR TASKING COMMAND SHALL PERFORM THE FOLLOWING:
 5.C.1. SCREEN THE INDIVIDUAL'S DEPLOYMENT-TO-DWELL AND ADHERE TO GUIDANCE CONTAINED IN THIS MARADMIN.
 5.C.2. SOURCING COMMANDS SHOULD SEEK TO IDENTIFY INDIVIDUAL AUGMENTS WHO HAVE A DEPLOYMENT-TO-DWELL RATIO OF 1:2 OR GREATER, BUT MAY ASSIGN INDIVIDUALS WITH A DEPLOYMENT-TO-DWELL RATIO GREATER THAN 1:1.
 5.C.3. INFORM INDIVIDUAL MARINES WITH A DEPLOYMENT-TO-DWELL RATIO OF 1:1 OR LESS THAT THEY HAVE THE OPTION TO REQUEST A WAIVER OF THE DEPLOYMENT-TO-DWELL THRESHOLD BY VOLUNTEERING IN WRITING TO THE FIRST GENERAL/FLAG OFFICER IN THE CHAIN OF COMMAND OF THE PARENT ORGANIZATION, WHO MAY APPROVE THE WAIVER REQUEST.
 5.D. LEGAL AND MEDICAL HOLD AC 
 5.D.1. LEGAL HOLD AC.  AC MARINES UNDER INVESTIGATION WITH A VIEW TOWARD PROSECUTION OR OTHER PUNITIVE ACTION, OR WHEN COURT-MARTIAL CHARGES HAVE BEEN INITIATED, MAY BE EXTENDED BEYOND 365 DAYS IF APPROVED BY THE APPROPRIATE GENERAL COURT-MARTIAL CONVENING AUTHORITY.
 5.D.2. MEDICAL HOLD AC.  MARINES WHO SUFFER AND/OR DEVELOP MEDICAL PROBLEMS SHALL NOT BE EXTENDED BEYOND 365 DAYS OF THE OPERATIONAL DEPLOYMENT.
 5.E. MOBILIZATION-TO-DWELL RATIO FOR RC.
 5.E.1. FOR RESERVE UNITS, DETACHMENTS OR INDIVIDUALS, MOBILIZATION-TO-DWELL RATIO PURSUANT TO 10 U.S.C 12302 OR 12304 MOBILIZATION AUTHORITY WILL BE MEASURED IN ACCORDANCE WITH REF C AND D. THE MOBILIZATION PERIOD IS CALCULATED FROM THE DATE OF MOBILIZATION TO THE DATE OF DEMOBILIZATION. SECDEF'S MOBILIZATION-TO-DWELL GOAL IS 1:5 OR GREATER RATIO.  THE MOBILIZATION-TO-DWELL RATIO THRESHOLD IS 1:4.  SECDEF APPROVAL IS REQUIRED TO MOBILIZE A UNIT, DETACHMENT OR INDIVIDUAL WITH A 1:4 RATIO OR LESS, EXCEPT THAT AN INDIVIDUAL MAY REQUEST A WAIVER OF THE MOBILIZATION-TO-DWELL THRESHOLD BY VOLUNTEERING IN WRITING VIA AA FORM (NAVMC 10274) TO THE FIRST GENERAL/FLAG OFFICER IN THE CHAIN OF COMMAND OF THE PARENT ORGANIZATION, WHO MAY APPROVE THE WAIVER REQUEST.
 5.E.2. THE MOBILIZATION-TO-DWELL PURSUANT TO 10 U.S.C 12304(B) IS 1:5 OR GREATER RATIO.  SECNAV APPROVAL IS NECESSARY TO ACTIVATE A UNIT WITH A 1:5 RATIO OR LESS PER REF F, EXCEPT THAT AN INDIVIDUAL MAY REQUEST A WAIVER OF THE MOBILIZATION-TO-DWELL THRESHOLD BY VOLUNTEERING IN WRITING TO THE FIRST GENERAL/FLAG OFFICER IN THE CHAIN OF COMMAND OF THE PARENT ORGANIZATION, WHO MAY APPROVE THE WAIVER REQUEST.
 5.E.3  THE MAXIMUM INVOLUNTARY MOBILIZATION PERIOD FOR RC FORCES OR INDIVIDUALS IS 365 DAYS.  AT SERVICE DISCRETION, THIS PERIOD MAY EXCLUDE BOTH INDIVIDUAL SKILLS TRAINING REQUIRED FOR DEPLOYMENT AND POST-DEPLOYMENT LEAVE PURSUANT TO 10 U.S.C 12302 OR 12304 MOBILIZATION AUTHORITY.  THE MAXIMUM INVOLUNTARY ACTIVATION PERIOD FOR RC FORCES IS 365 DAYS PURSUANT TO 10 U.S.C 12304(B) ACTIVATION AUTHORITY.
 5.E.4. RC MEMBERS WHO ARE VOLUNTARILY ORDERED TO ACTIVE DUTY UNDER 10 U.S.C 12301(D) SHALL NOT BE COUNTED AS MOBILIZATION TIME WHETHER OR NOT THE MEMBER IS OPERATIONALLY DEPLOYED.  HOWEVER, ANY OPERATIONAL DEPLOYMENT PERFORMED SHALL BE RECORDED.
 5.F. SCREENING OF RC UNITS:  UPON NOTIFICATION OF MOBILIZATION, COMMANDERS SHALL PERFORM THE FOLLOWING:
 5.F.1. SCREEN THE UNIT'S MOBILIZATION-TO-DWELL RATIO.  IF THE UNIT IS BREAKING DWELL, SECDEF APPROVAL IS REQUIRED TO DEPLOY UNIT.  IF SECDEF APPROVES BREAKING DWELL, THEN THE PARAGRAPHS BELOW DO NOT APPLY.
 5.F.2. IF THE UNIT IS NOT BREAKING DWELL THRESHOLD, THEN IDENTIFY ALL RC MARINES ASSIGNED TO THE UNIT WHO HAVE A MOBILIZATION-TO-DWELL RATIO OF 1:4 OR LESS.
 5.F.3. INFORM INDIVIDUAL RC MARINES WITH A MOBILIZATION-TO-DWELL RATIO OF 1:4 OR LESS THAT THEY HAVE THE OPTION TO REQUEST A WAIVER OF THE MOBILIZATION-TO-DWELL THRESHOLD BY VOLUNTEERING IN WRITING TO THE FIRST GENERAL/FLAG OFFICER IN THE CHAIN OF COMMAND OF THE PARENT ORGANIZATION, WHO MAY APPROVE THE WAIVER REQUEST.
 5.G. SCREENING OF RC INDIVIDUALS.  UPON NOTIFICATION OF ASSIGNMENT AS AN INDIVIDUAL AUGMENT TO A VALID OPERATIONAL DEPLOYMENT, THE PARENT AND OR TASKING COMMAND SHALL PERFORM THE FOLLOWING:
 5.G.1. SCREEN THE INDIVIDUAL'S MOBILIZATION-TO-DWELL AND ADHERE TO GUIDANCE CONTAINED IN THIS MARADMIN.
 5.G.2. SOURCING COMMANDS SHOULD SEEK TO IDENTIFY RC INDIVIDUALS WHO HAVE A MOBILIZATION-TO-DWELL RATIO OF 1:5 OR GREATER, BUT MAY ASSIGN RC INDIVIDUALS WITH A MOBILIZATION-TO-DWELL RATIO GREATER THAN 1:4.
 5.G.3. INFORM INDIVIDUAL RC MARINES WITH A MOBILIZATION-TO-DWELL RATIO OF 1:4 OR LESS THAT THEY HAVE THE OPTION TO REQUEST A WAIVER OF THE MOBILIZATION-TO-DWELL THRESHOLD BY VOLUNTEERING IN WRITING TO THE FIRST GENERAL/FLAG OFFICER IN THE CHAIN OF COMMAND OF THE PARENT ORGANIZATION, WHO MAY APPROVE THE WAIVER REQUEST.
 5.G.4. DC MRA MAY REQUEST SECDEF APPROVAL TO INVOLUNTARY MOBILIZE INDIVIDUALS WITH A MOBILIZATION-TO-DWELL RATIO OF 1:4 OR LESS IF THE MARINE CORPS IS UNABLE TO FILL STAFFING REQUIREMENTS.
 5.H. LEGAL HOLD RC.  RC MARINES UNDER INVESTIGATION WITH A VIEW TOWARDS A COURT MARTIAL MAY BE EXTENDED ON LEGAL HOLD BEYOND 365 DAYS IF APPROVED BY THE APPROPRIATE GENERAL COURT-MARTIAL CONVENING AUTHORITY.  RC MARINES PENDING ADMINISTRATIVE ACTION OF ANY SORT MAY NOT CONSTITUTE LEGAL HOLD.
 5.I. MEDICAL HOLD RC. A MEMBER ORDERED TO ACTIVE DUTY UNDER 10 U.S.C. 12302, 12304, OR 12304(B), WHOSE STATUS CHANGES DUE TO MEDICAL REASONS AND RENDERS THE MEMBER UNFIT TO PERFORM DUTY UNDER THESE SECTIONS SHALL HAVE THE ORDERS MODIFIED TO REFLECT THE PROPER AUTHORITY AS DIRECTED BY DC MRA TO 10 U.S.C. 12301(H), 12301(D), OR 12322.
 5.J. TOTAL FORCE:  EXTENSIONS, WAIVERS, AND SERVICE ROTATION
 5.J.1. INVOLUNTARY EXTENSIONS. SECDEF IS THE SOLE AUTHORITY FOR INVOLUNTARY EXTENSION OF PERSONNEL MORE THAN 14 DAYS BEYOND SECDEF APPROVED DEPLOYMENT DURATION OR EXTENSION OF A UNIT'S OR INDIVIDUAL'S OPERATIONAL DEPLOYMENT BEYOND 365 DAYS. THE 14 DAYS AND 365 DAYS OPERATIONAL DEPLOYMENT RESTRICTIONS APPLY REGARDLESS IF THE OPERATIONAL DEPLOYMENT IS INCIDENT TO COMBAT DEPLOYMENT, I.E., TO A COMBAT ZONE, AND THEREFORE ARE NOT LIMITED TO BOG CIRCUMSTANCES.
 5.J.2. WAIVERS-UNIT. INDIVIDUALS MAY REQUEST A WAIVER OF THE 365 DAY RESTRICTION AND/OR 14 DAY MAXIMUM EXTENSION BY VOLUNTEERING IN WRITING VIA AA FORM (NAVMC 10274).  FOR INDIVIDUALS WHO REQUEST TO VOLUNTARILY EXTEND THEIR 365 DAY OR 14 DAY DEPLOYMENT AND DEPLOY AS PART OF A UNIT, THE WAIVER APPROVAL AUTHORITY IS THE FIRST GENERAL/FLAG OFFICER IN THE CHAIN OF COMMAND OF THE PARENT ORGANIZATION WITH DC MRA (MM/MP) NOTIFICATION.  IF A MARINE EXPEDITIONARY FORCE (MEF) SOURCED A RESERVE INDIVIDUAL MARINE FROM EITHER THE SELECTED MARINE CORPS RESERVE (SMCR), INDIVIDUAL MOBILIZATION AUGMENTEE (IMA) OR INDIVIDUAL READY RESERVE (IRR) TO FILL THEIR MEF SHORTFALLS PRIOR TO DEPLOYMENT, THEN THE FIRST GENERAL OFFICER WITHIN THE MEF WOULD BE THE DECISION AUTHORITY FOR ANY MOBILIZATION EXTENSION REQUESTS WITH DC MRA (MM/MP) NOTIFICATION.
 5.J.3. VOLUNTARY EXTENSIONS-INDIVIDUAL. VOLUNTARY INDIVIDUAL AUGMENT EXTENSION REQUESTS BEYOND 14 DAYS OR 365 DAYS MUST BE COORDINATED BETWEEN THE SUPPORTED COMMAND AND THE PARENT COMMAND FOR ENDORSEMENT, PRIOR TO SUBMISSION TO DC MRA (MM) FOR DECISION. FOR EXAMPLE, IF AN INDIVIDUAL MARINE FILLING A REQUEST FOR FORCES/JOINT MANNING DOCUMENT/ SERVICE AUGMENT/JOINT INDIVIDUAL AUGMENT REQUIREMENT REQUESTS TO VOLUNTARILY EXCEED 365 DAYS BOG, THAT REQUEST MUST BE SUBMITTED IN WRITING VIA AA FORM (NAVMC 10274), WITH ENDORSEMENTS, TO DC MRA (MM) FOR DECISION.
 5.J.4. IF THERE ARE SITUATIONS WHERE IT IS UNCLEAR AS TO WHICH COMMAND HAS THE 14 DAYS/365 DAYS EXTENSION DECISION AUTHORITY, CONTACT THIS MESSAGE POC'S FOR CLARIFICATION AND GUIDANCE.
 5.J.5. SERVICE ROTATIONS WITHIN THE SECDEF APPROVED DEPLOYMENT DURATION DO NOT REQUIRE SECDEF APPROVAL FOR EXTENSION.  FOR EXAMPLE, IF A SERVICE CHOOSES TO SPLIT A 365-DAY DURATION MISSION BETWEEN TWO UNITS, EXTENDING THE FIRST UNIT MORE THAN 14 DAYS WOULD NOT REQUIRE SECDEF APPROVAL.
 5.K. INDIVIDUAL TEMPO. COMMANDS MUST ENSURE TO REGISTER, I.E., REPORT AND TRACK, PERSONNEL TEMPO (ALSO KNOWN AS (AKA) PERSTEMPO, AKA DEPLOYMENT TEMPO (DEPTEMPO)) EVENTS IOT MANAGE PERSONNEL PROPERLY AND ENSURE INDIVIDUAL SERVICE MEMBERS DO NOT EXPERIENCE DISPROPORTIONATE DEPLOYMENTS, OR SPEND EXTENDED PERIODS OF TIME AWAY FROM THEIR HOMEPORT/STATION/BASE UNLESS REQUIRED BY OPERATIONAL NECESSITY.
6.  THE POLICY IN THIS MARADMIN APPLIES TO THE ACTIVE AND RESERVE FORCES.
