1.  REFERENCE A OUTLINES THE PME REQUIREMENTS FOR ALL ENLISTED MARINES.  ADDITIONALLY, THE PRESIDENT, MARINE CORPS UNIVERSITY (MCU) IS RESPONSIBLE FOR THE DEVELOPMENT, IMPLEMENTATION, AND MONITORING OF RESIDENT PROFESSIONAL MILITARY EDUCATION (PME) COURSES FOR ALL ENLISTED MARINES.  COURSE DATES ARE ESTABLISHED THROUGHOUT THE FISCAL YEAR (FY) IN ORDER TO ALLOW COMMANDERS THE OPPORTUNITY TO ACCOMMODATE THEIR UNIT’S TRAINING CYCLE, WHILE AFFORDING THEIR ENLISTED MARINES THE OPPORTUNITY TO INCREASE THEIR PROFESSIONAL DEVELOPMENT AND PROFICIENCY.
2.  REFERENCE B SPECIFIES THAT PME IS AN INTEGRAL PART OF EVERY MARINE’S PROFESSIONAL MILITARY DEVELOPMENT.  ADDITIONALLY, REFERENCE C MAKES ATTENDANCE AT THE RESIDENT SERGEANTS, CAREER, AND ADVANCED COURSES REQUIREMENTS FOR PROMOTION TO THE NEXT RANK.  TO MAINTAIN A LEVEL OF MILITARY EXCELLENCE, SERGEANTS, STAFF SERGEANTS, AND GUNNERY SERGEANTS MUST ACTIVELY PARTICIPATE IN PME. 5.B.  REFERENCE D IS THE COMMAND SCREENING CHECKLIST. PREVIOUS EDITIONS/LOCALLY PRODUCED FORMS ARE OBSOLETE AND WILL NOT BE ACCEPTABLE FOR USE FOR THOSE MARINES DESIRING TO ATTEND A RESIDENT SNCO ACADEMY COURSE OF INSTRUCTION.
5.C.  COURSE PREREQUISITES.  PER REFERENCE B, THE FOLLOWING COURSE PREREQUISITES APPLY:
5.C.1.  ADVANCED COURSE.  MUST BE A GUNNERY SERGEANT (GYSGT) OR GYSGT SELECTEE AND MUST HAVE COMPLETED THE MARINENET ADVANCED COURSE EPME7000AA OR MCI 8200 (MCI MUST BE COMPLETED BY 30 JUN 12).  THE REQUIREMENT IN REFERENCE E TO ATTEND THE RESIDENT COURSE WITHIN ONE YEAR FROM THE COMPLETION OF THE DISTANCE EDUCATION PROGRAM IS NO LONGER VALID.  GUNNERY SERGEANTS MAY ATTEND THE RESIDENT COURSE ANY TIME AFTER COMPLETING THE DISTANCE EDUCATION PROGRAM.
5.C.2.  CAREER COURSE.  MUST BE A STAFF SERGEANT (SSGT) OR SSGT SELECTEE AND MUST HAVE COMPLETED THE MARINENET CAREER COURSE EPME6000AA OR MCI CAREER DISTANCE EDUCATION PROGRAM (MCI 8100) (MCI MUST BE COMPLETED BY 1 JUL 14).
5.C.3.  SERGEANTS COURSE.  MUST BE A SERGEANT (SGT) AND MUST HAVE COMPLETED THE MARINENET SERGEANTS COURSE EPME5000AA.  THE SERGEANTS COURSE MCI (MCI 8010) WILL NO LONGER MEET THE ELIGIBILITY REQUIREMENTS FOR ATTENDANCE AT THE RESIDENT SERGEANTS COURSE.
5.C.4.  ALL NOMINEES (REGARDLESS OF COURSE ATTENDING) MUST BE IN A FULL DUTY STATUS, MEET PREREQUISITES IAW NAVMC 11580 (COMMAND SCREENING CHECKLIST), AND POSSESS ALL REQUIRED UNIFORMS.
6.  NOMINEE SCREENING.  UNIT COMMANDERS/INSPECTOR-INSTRUCTORS MUST ENSURE USE OF NAVMC 11580 AS THE SOLE SOURCE COMMAND SCREENING CHECKLIST.  STRICT ADHERENCE TO COURSE PREREQUISITES IS MANDATORY AND WILL BE ENFORCED BY THE ACADEMY.
6.A.  THE REQUIRED NAVMC 11580 IS AVAILABLE FROM THE EPME WEBSITE AT HTTPS://WWW.MCU.USMC.MIL/EPME.  ANY OTHER FORM RECEIVED WILL BE REJECTED.
6.B.  MEDICAL CERTIFICATION OF ABILITY TO PARTICIPATE IN A PROGRESSIVE PHYSICAL TRAINING PROGRAM MUST BE SIGNED BY AN INDEPENDENT DUTY CORPSMAN, OR ACCREDITED PHYSICAL HEALTH CARE PROVIDER (APHCP) WITHIN 120 DAYS OF THE COURSE REPORT DATE.  MEDICAL CERTIFICATION CANNOT BE DELEGATED TO A CORPSMAN (MOS 8404).
6.C.  UNIT COMMANDERS/INSPECTOR-INSTRUCTORS MUST REVIEW ALL PACKAGES AND SIGN THE COMMAND SCREENING CHECKLIST WITHIN 90 DAYS OF THE COURSE REPORT DATE.  CHECKLISTS SIGNED BY INDIVIDUALS OTHER THAN THE UNIT COMMANDER/INSPECTOR-INSTRUCTOR WILL BE REJECTED AND RESULT IN THE MARINE'S RETURN HOME.  UNIT COMMANDERS/INSPECTOR-INSTRUCTORS WHO FAIL TO PROPERLY COMPLETE THE COMMAND SCREENING CHECKLIST AND SEND UNQUALIFIED MARINES WILL BE NOTIFIED IN A LETTER OF NONCOMPLIANCE VIA THE CHAIN OF COMMAND.
6.D.  RECERTIFICATION OF HEIGHT/WEIGHT AND PHYSICAL FITNESS TEST (PFT) MUST BE CONDUCTED WITHIN 45 DAYS OF MARINE REPORTING TO THE COURSE.  RECERTIFICATION WILL BE SIGNED OFF BY THE COMPANY S-3.
7.  SUBMISSION PROCEDURES.  EACH MSC G-3 WILL REGISTER NOMINEES IN MARINE CORPS TRAINING INFORMATION MANAGEMENT SYSTEM (MCTIMS) NLT 30 DAYS PRIOR TO THE CLASS REPORT DATE.  UNITS WILL SUBMIT A COPY OF COMPLETED NAVMC 11580 BY FAX OR SCAN/EMAIL VIA MSC CHAIN OF COMMANDTO APPROPRIATE MSC G-3 AFTER RECERTIFICATION HAS BEEN COMPLETED. INCOMPLETE SUBMISSIONS OR SUBMISSIONS AFTER THE DEADLINE WILL BE RETURNED WITHOUT ACTION.
8.  EXCLUSIONS. THOSE NOT AUTHORIZED TO ATTEND ANY RESERVE PME COURSE UNDER ANY CIRCUMSTANCE ARE FOLLOWS:
8.A.  ACTIVE COMPONENT/ACTIVE RESERVE MARINES.
8.B.  RESERVE COMPONENT MARINES ON PARTIAL MOBILIZATION ORDERS.  PER REFERENCE F, MOBILIZED MARINES ARE AUTHORIZED TO ATTEND PME SCHOOLS THAT ARE UP TO 15 DAYS IN DURATION WHILE MOBILIZED.
9.  TRAVEL.  PER REFERENCE G, A MARINE SHOULD TRAVEL AS DIRECTLY AS POSSIBLE FROM PERSONAL MAILING ADDRESS (PMA)/PLACE FROM WHICH ORDEREDTO ACTIVE DUTY (PLEAD) TO TAD SITE TO AVOID UNNECESSARY TRAVEL EXPENSE.  TRAVEL OTHER THAN BY A NORMALLY TRAVELED ROUTE MUST BE JUSTIFIED FOR ANY EXCESS COST TO BE GOVERNMENT FUNDED.
9.A.  IF PMA/PLEAD IS NOT WITHIN LOCAL COMMUTING RADIUS OF AN INDIVIDUAL'S RESERVE TRAINING CENTER (RTC), PRIVATELY OWNED VEHICLE (POV) TRAVEL TO RTC TO PICK UP ORDERS AND REPORTING DOCUMENTS ON START DATE MAY NOT BE REIMBURSABLE.  ONLY EXCEPTION IS IF MOST COST-EFFECTIVE DEPARTURE AIRPORT IS WITHIN VICINITY OF RTC.
9.B.  POV TRAVEL IS AUTHORIZED IF PMA/PLEAD IS LESS THAN A 400-MILE ONE-WAY DRIVE TO EITHER MARINE CORPS BASE (MCB) CAMP PENDLETON, CA OR MCB QUANTICO, VA, IAW DEFENSE TABLE OF OFFICIAL DISTANCES (DTOD) AND DEEMED ADVANTAGEOUS TO GOVERNMENT; HOWEVER, IN-AND-AROUND MILEAGE WILL NOT BE AUTHORIZED.
9.C.  EARLY ARRIVALS PRIOR TO REPORT DATE ARE NOT PERMITTED UNLESS SPECIFICALLY COORDINATED WITH MARFORRES G-3.  ALL UNAUTHORIZED EARLY ARRIVALS WILL BE REQUIRED TO OBTAIN LODGING AT THE MARINE'S EXPENSE.  ALL PERSONAL AND LODGING EXPENSES INCURRED DURING THIS UNAUTHORIZED PERIOD WILL BE THE SOLE RESPONSIBILITY OF THE INDIVIDUAL MARINE AND WILL NOT BE REIMBURSED.
9.D.  ALL DEPARTURES MUST BE SCHEDULED AFTER 1400 EST ON GRADUATION DAY.
9.E.  RENTAL CARS ARE NOT AUTHORIZED UNDER ANY CIRCUMSTANCES.
9.F.  TRAVEL TO SNCOA CAMP PENDLETON.
9.F.1.  ALL MARINES ARRIVING BY COMMERCIAL AIR MUST FLY INTO SAN DIEGO INTERNATIONAL AIRPORT (SAN). UNITS WILL ENSURE ALL FLIGHTS ARE SCHEDULED TO ARRIVE BETWEEN 0900-1600 PACIFIC DAYLIGHT TIME (PDT) ON REPORT DATE.
9.F.2.  TRANSPORTATION WILL ONLY BE COORDINATED/PROVIDED FROM THE SAN DIEGO INTERNATIONAL AIRPORT (SAN) TO MCB CAMP PENDLETON.
9.F.3.  ONCE MARINES ARRIVE AT SAN DIEGO INTERNATIONAL AIRPORT (SAN), THEY WILL BE MET BY A MARINE LIAISON AT THE UNITED SERVICES ORGANIZATION (USO) LOCATED IN TERMINAL 2.  FOR MARINES WHO ARRIVE AT TERMINALS OTHER THAN TERMINAL 2, SHUTTLE SERVICE IS AVAILABLE TO TERMINAL 2.  MARINES WILL BE REQUIRED TO HAVE LUGGAGE AND GEAR CURBSIDE AT TERMINAL 2 FOR FURTHER TRANSPORTATION.
9.G.  TRAVEL TO SNCOA QUANTICO
9.G.1.  ALL MARINES ARRIVING BY COMMERCIAL AIR MUST FLY INTO WASHINGTON REAGAN/NATIONAL AIRPORT (DCA) IN WASHINGTON, DISTRICT OF COLUMBIA (D.C.) UNITS WILL ENSURE ALL FLIGHTS ARE SCHEDULED TO ARRIVE BETWEEN 0900-1600 EASTERN STANDARD TIME (EST) ON REPORT DATE.
9.G.2.  TRANSPORTATION WILL ONLY BE COORDINATED/PROVIDED FROM THE WASHINGTON REAGAN/NATIONAL AIRPORT (DCA) TO MCB QUANTICO.
9.G.3.  ONCE MARINES ARRIVE AT WASHINGTON REAGAN/NATIONAL AIRPORT (DCA), THEY WILL BE MET BY A MARINE LIAISON AT THE UNITED SERVICES ORGANIZATION (USO) LOCATED ON THE SECOND DECK OF TERMINAL A.  FOR MARINES WHO ARRIVE AT TERMINALS OTHER THAN TERMINAL A, AN AIRPORT SHUTTLE SERVICE IS AVAILABLE TO TERMINAL A.  MARINES WILL BE REQUIRED TO HAVE LUGGAGE AND GEAR CURBSIDE AT TERMINAL A FOR FURTHER TRANSPORTATION.
10.  ORDERS AND FUNDING.  PME REMAINS A PRIORITY AND THE RESPONSIBILITY OF COMMARFORRESS G-3.  SCHOOL ORDERS WILL BE USED AND ROUTED THROUGH MARFORRES G-3.  ANNUAL TRAINING @ ORDERS WILL NOT BE USED FOR PME.
10.A.  MARINES SERVING ON ACTIVE DUTY OPERATIONAL SUPPORT (ADOS) ORDERS WILL BE UNIT FUNDED.  TO AVOID USE OF UNIT FUNDING, PER REFERENCE I, IT IS RECOMMENDED THAT MARINES ON ADOS ORDERS HAVE THEIR SHORT TOUR TERMINATED AND UTILIZE PREVIOUSLY IDENTIFIED FUNDING SOURCES.  ADOS CAN RESUME UPON COMPLETION OF THE COURSE.
10.B.  PER DIEM. 
10.B.1.  GOVERNMENT QUARTERS WILL BE PROVIDED AT NO COST.

11.  REPORTING PROCEDURES.  STUDENTS WILL REPORT IN THE SERVICE "A" UNIFORM WITH A COPY OF THEIR CURRENT PHA WITH ALL ALLERGIES AND OTHER MEDICAL CONDITIONS NOTED AND SIGNED BY A MEDICAL OFFICER, A SIGNED NAVMC 11580, AND ORIGINAL ORDERS WITH FOUR COPIES.
