Smog check needed for out-of-state cars

Travis- civilian and military employees, who drive privately owned, out-of-state registered vehicles on base are required to show proof that the vehicle has passed the California enhanced smog check and obtain a base decal for each vehicle.

As of Jan. 3, the decal can be obtained from the 60th Civil Engineering Squadron environmental element. The point of contact for the base decal program is Isauro Delmundo, 344 Hangar Ave., Bldg. 576 or by phone at 424-2689.

The 60th Security Forces Squadron has managed the base decal program since 1996. However, the program has been transferred to the environmental element to ensure the base continues to comply with federal and state air quality regulations. The smog check requirement is defined in the Travis AFB Supplement-1 to AFI 32-7040, Air Quality Compliance and Resource Management.

The smog check requirement does not apply to vehicles that are exempt from the California Bureau of Automotive Repair, such as vehicles prior to 1976 model year, gas-powered vehicles less than six years old, diesel-powered vehicles prior to 1998, two-cylinder vehicles, electric-powered vehicles, two-cycle-powered vehicles not including rotary engines, motorcycles and hybrid-electric vehicles. Out-of-state registered vehicles that are exempt from this requirement are issued a base decal without a smog check.

Newly arriving owners of non exempt, out-of-state registered vehicles are issued a 30-day pass to allow time to successfully complete the vehicle smog check and obtain a base decal. The temporary pass is issued at the visitor control center, Bldg. 615, telephone numbers 424-3499 or 424-3770.

Out-of-state registered vehicles can be smog checked at any enhanced smog check station in California. There are two types of check stations: the test-only station and the test and repair station. The latter is licensed to perform both smog checks and emissions-related repairs or adjustments to failed vehicles.

When an out-of-state registered vehicle successfully passes a smog check, the vehicle owner receives a "smog check vehicle inspection report." Vehicle owners must present this report to obtain a decal. Out-of-state vehicles without a valid base decal are not allowed to operate on base and smog checks are required every two years.
