U.S. Navy Cmdr. Alberto Fernandez-Milo, left, shows Cambodia military medical personnel how to use an “ear, nose and throat” kit during a practical application seminar March 20 as part of Cambodia Medical Exercise 14-1 in Phnom Penh, Cambodia. The seminar is part of a weeklong medical subject-matter expert exchange focused on preparing and planning for humanitarian assistance and disaster relief efforts. During the seminar, participants learned how to properly use and improvise certain medical equipment, such as tourniquets, to better support first aid and triage procedures. Fernandez-Milo is a psychiatrist with 4th Medical Battalion, 4th Marine Logistics Group, U.S. Marine Corps Forces Reserve.
