PHIBLEX is an annual, bilateral training exercise conducted by the Armed Forces of the Philippines, U.S. Marines and Navy to strengthen interoperability across a range of capabilities, including disaster relief and contingency operations. Kennedy is the commanding general of 3rd Marine Expeditionary Brigade, 3rd MEB, III Marine Expeditionary Force. Abinuman is the Naval Forces West Commander, Armed Forces of the Philippines.
