The Medal of Honor is awarded by the President in the name of Congress to members of the naval service, who distinguish themselves conspiciously by gallantry and intrepidity at the risk of his life above and beyond the call of duty
(1) while engaged in an action against an enemy of the United States; (2) while engaged in military operations involving conflict with an opposing foreign force; or (3) while serving with friendly foreign forces engaged in an armed conflict against an opposing armed force in which the United States is not a belligerent party.
There must be no margin of doubt or possibility of error in awarding this honor. To justify the decoration, the individual's service must clearly be rendered conspicious above their comrades by an act so outstanding that it clearly distinguishes their gallantry beyond the call of duty from lesser forms of bravery; and it must be the type of deed which if not done would not subject the individual to any justified criticism. The deed must be without detriment to the mission of the command or to the command to which attached.

U.S. Marines assigned to the 15th Marine Expeditionary Unit, I Marine Expeditionary Force, and Marines with Marine Aerial Refueler Transport Squadron (VMGR) 152, Marine Aircraft Group 12, I Marine Aircraft Wing, offload family food packs with Philippine Army soldiers assigned to the 83rd Infantry Battalion and Philippine airmen assigned to Tactical Operations Group 5 during foreign disaster relief operations at Virac, Philippines, Nov. 15, 2025. At the request of the Government of the Philippines, the U.S. military is working alongside the Armed Forces of the Philippines to provide foreign disaster relief support to communities affected by consecutive Typhoons Kalmaegi (Tino) and Fung-Wong (Uwan), which caused extensive damage and tragic loss of life. The forward presence and ready posture of United States Indo-Pacific Command in the region facilitates rapid and effective response to crisis, demonstrating the U.S.’s commitment to Allies and partners during times of need.
